ROLL CALL: Bill Bradlee (Chair), Peter Deragon (Vice Chair), Chris Black, Catherine Machado, Howard Weisenthal, Arlene Winn, and Jim Woolf. PUBLIC COMMENT: At this time, the public is invited to address the Committee concerning items not on the agenda but are of interest to the public and within the subject matter jurisdiction of the Bicycle Advisory Committee. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. ACTION ITEMS: Agenda Item #1: 2012 Bicycle Transportation Plan Update – Draft Plan Review This is a continuation of Agenda Item 3 from the May 31, 2012 BAC meeting. Last year the Bicycle Advisory Committee initiated an update of the 2007 Bicycle Transportation Plan. The Committee kicked off the update process in May 2011 with a noticed public hearing seeking public input on proposed policies and projects. The Committee held six more public meetings reviewing the Plan chapter by chapter and considering public input. These efforts have culminated in the Draft 2012 Bicycle Transportation Plan that is included in Committee member packets. The BAC draft Plan is also available for review on the City’s website. The draft Plan represents the Committee’s efforts over the past year with the exception of any direction that may be provided at this meeting. The role of the Bicycle Advisory Committee is to review the draft document, agree to any final changes and vote to forward the document on to the Planning Commission and City Council for approval. The document, “Draft 2012 Bicycle Transportation Plan Introduction” has been presented with the Draft 2012 Bicycle Transportation Plan. The table contained in the document presents a listing of all text and project element changes made from the 2007 Plan. Committee members should use this document, along with the 2007 BTP, to review the Draft 2012 BTP. Staff Recommendation: Review the draft Plan, provide comments and/or revisions, and vote to forward the draft Plan as recommended by the BAC to the Planning Commission and City Council for their consideration and adoption. CM Black seconded the 30 motion. The motion passed unanimously. 31 32 ACTION ITEMS: 33 34 Agenda Item #1. 2012 Bicycle Transportation Plan Update - Consent Items 35 36 Staff presented an overview of the projects and text changes to the BTP Update. There was 37 general Committee discussion. 38 39 Action: CM Bradlee moved to approve the Consent Items as presented. CM Machado 40 seconded the motion. The motion passed unanimously. 41 42 Attachment 1 / 1 Agenda Item #2. 2012 Bicycle Transportation Plan Update - Outstanding Items 1 2 BTP projects - Staff reviewed the history of the bridge option for the “Laguna Middle School 3 Connection Options” project. It was reported that the Class I connection option along Los Osos 4 Valley Road, between Laguna Ln. and Oceaniare, would be installed this coming summer. 5 6 Staff recommended that the BAC keep the Bridge project in the Bike Plan in case it could be re-7 considered and implemented in the future. 8 9 Action: CM Machado moved to keep the bridge project within the BTP document. CM 10 Weisenthal seconded the motion. The motion passed unanimously. 11 12 BTP Text: Staff discussed minor modifications that had been included in the text. 13 14 Action: CM Weisenthal moved to approve items as presented in Attachment 4. CM Machado 15 seconded the motion. The motion passed unanimously. 16 17 18 Agenda Item #3: Bicycle Transportation Plan Update (Draft Plan Review) 19 20 Staff presented “Summary of Changes” document included in the draft plan introduction, and 21 distributed corrections to page 66, noting some layout modifications and photo/graphics 22 updates. 23 24 There was general discussion on the review needs and timeline for presenting the BTP to 25 Council. The Committee agreed they needed some additional time to review and comment on 26 the document. Staff requested specific attention be paid to project priorities, as well a specific 27 language usage of “should” vs. “shall.” 28 29 CM Weisenthal requested that the plan include direction to the public on how to report 30 problems with bicycling facilities. Staff reviewed the City’s webpage “report a problem” button, 31 and agreed to include this information in the BTP. 32 33 CM Machado requested a review of how the project priorities are established using the ranking 34 system that the BAC employs for each project in the plan. Staff described the system as it is 35 presented on page 41 of the 2007 BTP. There was general committee consensus that this 36 explanation should be included in the 2012 plan as well. 37 38 CM Machado requested a review of the permit process for special events that impact bicycling 39 facilities, citing observed safety issues with detouring of vehicles on Morro Street during the 40 recent marathon event. Staff agreed to draft a policy addressing the need to consider bicycling 41 facilities in the permit process for large events, to be included in the 2012 BTP. 42 43 There was unanimous agreement to continue review of the 2012 BTP to a special meeting on 44 June 14, 2012 at 7 p.m. 45 46 47 48 Attachment 1 / 2 DISCUSSION ITEMS: 1 2 Agenda Item #4: Committee Items 3 4 CM Weisenthal discussed the concept of occasionally closing streets to motor vehicle traffic to 5 encourage recreational bicycling. Staff noted that the specific street he mentioned, Orcutt Rd., 6 was largely outside the City. 7 8 9 Agenda Item #5: Staff Items 10 11 Staff summarized a memo from Lisa Bugravo (Attachment 5), complimenting the City on its 12 2007 Bicycle Transportation Plan and implemented improvements. 13 14 15 Action: CM Machado motioned to adjourn. Chair Bradlee seconded the motion. The motion 16 passed unanimously.
