PUBLIC COMMENT: At this time, the public is invited to address the Committee concerning items not on the agenda but are of interest to the public and within the subject matter jurisdiction of the Bicycle Advisory Committee. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. ACTION ITEMS: Agenda Item #1: Election of Officers Article 3 (Officers), of the Bicycle Advisory Committee Bylaws updated July 2007, states that, “The officers will consist of a Chairperson and Vice-Chairperson who will be elected at the first regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice- Chairperson will serve in the absence or incapacity of the Chairperson.” Additional officer duties include; writing quarterly progress reports, representing the Committee at the Mayor’s quarterly luncheon, and representing the Committee at relevant Advisory Body and City Council meetings. The term of election is for one year, commencing upon election. No person shall serve in the office of chairperson or vice chairperson for more than two consecutive terms. Chair Bradlee and Vice Chair Deragon have completed two consecutive terms and therefore cannot be reappointed. The Chair should open the floor for nominations for the office of Chairperson, close the floor for nominations, and ask members to vote for one of the nominees. If only one nominee is offered, then a voice vote can be taken. However, if more than one person is nominated, the BAC may want to cast a secret ballot. The same process should be followed for the office of Vice Chairperson. Staff Recommendation: The Committee shall elect a Chair and Vice Chair. Agenda Item #2: Bicycle Transportation Plan (BTP) Update: Misc. Clean Up Items Staff has been reviewing the BAC approved Draft BTP for possible internal inconsistencies and omissions. Through this process, staff has identified the following recommended additions to the Draft Plan for BAC consideration: • Railroad Crossings: The existing BTP and the draft BTP policy regarding at-grade railroad crossings do not specify a preference for intersection angle. The following is a proposed revision to the policy to guide any reconstruction of these crossings to be at right angles (revision in bold italic). Reconstruction of “at-grade” railroad crossings by the Union Pacific Railroad or others should be at right angles and shall include the installation of concrete panels on the approaches and between the tracks. • Retaining Existing Bikeway Connections: Both the current BTP and the draft BTP contain projects that represent existing facilities. Examples include the unpaved path connecting the Railroad Safety Trail with Sinsheimer Park at the terminus of Southwood Drive and the path connecting the terminus of San Luis Drive to Highway 101. A complete listing of these facilities will be provided at the BAC meeting. The purpose for including these existing facilities was to identify and retain them. Staff now believes that these would better be served by identifying them on the BTP map, providing a definition for these facilities and including a policy calling for their retention. The following definition and policy are proposed for inclusion in the draft BTP. Bikeway Connection Definition- An unpaved trail or paved walkway providing connections to bikeways. Policy – Unpaved trails and paved walkways identified in this Plan provide bikeway connections and therefore shall be retained and remain open for use by the general public. To implement this policy, the bikeway connections identified in the Plan will be included in the biennial inspection of existing bicycle facilities (Implementation Action 1.55.2) If this is supported by the BAC, a discussion section on the facility type will be included in the BTP. • Financial Section: The draft BTP section called “Future Financial Needs” (pg. 67 of the BAC Draft 2012 BTP) currently lists the total costs of all projects contained in Appendix A of the Plan. This total cost (over $100 million) is quite large and does not accurately depict future financial needs because the implementation of some projects (such as the bridge over Highway 101 and Broad Street) would make other projects (such as the bridge over Highway 101 at Toro Street) no longer necessary. Staff researched other California bike plans and found that there was not a common way of reporting future financial needs. After much thought, staff recommends that the future financial needs section (see Attachment 2) contain the forecasted five year financial needs identified in the City’s adopted financial plan capital improvement program (CIP). The costs identified in the five year CIP most closely represent the financial needs for the BTP since the Plan’s update cycle is also every five years. This approach does comply with the California Streets and Highways Code requirements for a Bicycle Transportation Plan. The cost estimates provided for each Plan project (Appendix A) would still be retained as this information is valuable for forecasting. • Unocal Collector Project Ranking: This project was presented to the BAC at the 11/15/12 meeting for ranking and inclusion in the Plan. Please provide rankings to Kevin Christian prior to the meeting. Attachment 3 Staff Recommendation: The Committee shall review and approve the BTP items listed above or provide alternate wording to be included in the Public Hearing draft BTP. CM Weisenthal seconded 25 the motion. The motion passed unanimously. 26 27 ACTION ITEMS: 28 29 Agenda Item #1: City Budget Goals - Final BAC recommendations 30 31 Staff discussed other advisory body submitted goals, noting the following have relationship to 32 BAC draft goals: 33 34 • The Architectural Review Commission supported bicycle circulation and transportation plan 35 efforts with a goal to create alternative transportation incentives, specifically targeting 36 parking. 37 • The Parks & Recreation Commission had a goal recommending the completion of the 38 Railroad Safety Trail, Bob Jones Trail, and bike boulevards. 39 • The Planning Commission supported infrastructure maintenance. 40 • The Promotional Coordinating Committee supported more bike route signage, green bike 41 lanes, and an increased awareness of all modes of public transportation. 42 • The Tourism Business Improvement District Board had a goal to emphasize the completion 43 of the Bob Jones Trail as a connection between San Luis Obispo and Avila Beach. 44 • The Mass Transportation Committee had not submitted goals at this time but staff noted 45 they have had bicycling program related goals in the past. 46 47 There was general member discussion on the BAC draft goals as presented by staff, with 48 special emphasis on maintaining the half-time position for a transportation planner and 49 maintaining the quarter-time temporary staff position. 50 51 Mr. Park stated he supported the draft recommendations. 52 Attachment 1 / 1 1 BAC members agreed that a general disclaimer should be included in the final document that 2 indicates the goals were not being presented in any priority order and that they supported all 3 goals, recommending that as many get executed as possible. 4 5 CM Deragon moved to approve the draft recommendations as presented by staff, including the 6 “not in priority order” caveat. CM Machado seconded the motion. The motion passed 7 unanimously. 8 9 10 DISCUSSION ITEMS: 11 12 Agenda Item # 2: Committee Items 13 14 Chris Black noted that he is not able to attend the January BAC meeting. 15 16 Agenda Item # 3: Staff Items 17 18 • Bicycle Transportation Plan (BTP) Update: Staff noted that the fiscal impact section of the 19 plan is currently being revised. Also, the following two projects were presented for addition 20 to the draft BTP: 21 o Unocal Collector – Class II lanes on the street identified for construction in the 22 Margarita Area Specific Plans. The project had only been identified on the draft BTP 23 map. The BAC agreed that a written project should be added, supporting both the 24 Margarita Area Specific Plan and the Airport Area Specific Plan. Further, the draft 25 BTP project should also preserve the project area for a Class I pathway in the case 26 the proposed roadway is not built. This project will be ranked by the BAC. 27 o Class II Connector to Prado – This is part of the Bob Jones City to Sea Trail (BJT). 28 The project had only been identified on the draft BTP map. The BAC agreed that a 29 written project should be added. The project entails the addition of Class II lanes and 30 a connection to the overall BJT if a roadway is constructed as shown in the Bob 31 Jones City-to-Sea Trail Preliminary Alignment plans (segment 3 - sheet 3). 32 • A presentation of the City of Long Beach bicycle facilities was made. 33 • Staff reviewed the recent LOVR Bike Path ribbon cutting event. 34 • The following workshops or meetings were noted as possibly having interest to the BAC 35 members: 36 o Land Use and Circulation Element workshop, December 1, 2012 37 o Bob Jones Trail workshop, for connection of the trail between Los Osos Valley Rd. 38 and the Octagon Barn on December 5, 2012 39 o Community Forum for City Council Goal Setting, January 8, 2013 40 41 42 CM Deragon moved to adjourn the meeting at 8:00 p.m., to the next regular meeting of January 43 17, 2013. CM Machado seconded the motion. 44 45 Respectfully submitted, 46 47 Lisa Woske 48 Recording Secretary 49 50 Attachment 1 / 2 Future Financial Needs Every two years the City prepares a Financial Plan projecting expenditures for the next five years. The Financial Plan identifies bicycle transportation projects that are anticipated to receive funding within the next five years. Appendix B of the 2011-13 Financial Plan, the Capital Improvement Plan identifies the following future financial needs for bicycle transportation between July 2011 and June 2016. Railroad Safety Trail: Hathway to Taft. The Railroad Safety Trail has an existing segment from Cal Poly along the east side of the railroad ending at Hathway Street. The proposed segment would extend the trail further south to Taft Street. The 2011-13 Capital Improvement Plan budgets $300,000 for this project, funded by Federal and State Grants. Railroad Safety Trail: Taft to Pepper. This segment would extend the Railroad Safety Trail from Taft Street to Pepper Street and includes a bicycle/pedestrian bridge over the Union Pacific Railroad. The 2011-13 Capital Improvement Plan estimates this project will cost $1,284,000 and funding will be provided by Federal and State Grants. Bob Jones Trail: Los Osos Valley Road to Octagon Barn. This project extends the Bob Jones City- to-Sea trail from Los Osos Valley Road to the Octagon Barn at the southern city limits. The 2011- 13 Capital Improvement Plan estimates this project will cost $550,000 and will be funded by grants. Bicycle Facility Improvements. This Plan includes small-scale, miscellaneous bicycle facility improvements such as channelization, striping, and maintenance. The 2011-13 Capital Improvement Plan allocates $25,000 annually, funded by City Traffic Impact Fees. These are rough cost estimates prepared to assist in project ranking and for use in long-range financial planning and therefore are not included in the table above. A simple compilation of all the “estimated costs” of projects in Appendix A will not provide a realistic estimate of the Plan’s financial needs as completion of some projects may make others unnecessary and project costs will change over time. Relationships exist with the “Prado East Connection to Broad” project, as well as all AASP bikeways including the proposed Tank Farm Road Class I Bikeways, Buckley Class I and Class II projects, the Acacia Creek Trail System and the East Fork of San Luis Creek Class I project. Attachment 3 FY 2013/14 Unmet Transit Needs and Bicycle and Pedestrian Improvement Studies The San Luis Obispo Council of Governments (SLOCOG) solicits requests for new and/or expanded transit services annually during their “Unmet Transit Needs” study. Staff also solicits bicycle and pedestrian requests as part of the annual study. The 2013/14 Unmet Transit Needs Public Hearing is scheduled to be held on February 6, 2013 at 8:30 AM in the San Luis Obispo County Board of Supervisors’ Chambers located at 1055 Monterey Street in San Luis Obispo. The last day to submit unmet transit needs and bicycle and pedestrian improvement requests is Wednesday, February 13, 2013.
