SUBJECT: DECLARATION OF THE "IRISH HILLS NATURAL RESERVE"
CAO RECOMMENDATION
Approve a resolution declaring the contiguous 182 acre DeVaul Open Space, the 154 acre Foster Open
Space, and the 360 acre Prefumo Open Space parcels as the Irish Hills Natural Reserve.
DISCUSSION
The eastern edge of the Irish Hills near Los Osos Valley Road is one of the community's important
natural backdrops. In the past several years a number of events have transpired to highlight the
importance of these hills, and to permit the City of San Luis Obispo to acquire certain portions of them
near the City. After two years of negotiation and grantseeking, the City of San Luis Obispo has taken
title to the 154 acre Foster property, and connect the 182 acre DeVaul Open Space and the 360 acre
Prefu no Open Space into a single, 700 acre site. City policies allow the Council to designate open
space lands as either "open space" or "ecological area", depending upon their primary uses. Those
policies also allow the Council to designate a group of contiguous open space lands as a "natural
reserve". This has been done previously in the case of Bishop Peak and Reservoir Canyon. Given the
amount of effort that has gone into the present acquisition, the size of the resulting reserve (the City's
largest) and the positive effect that this declaration would have on the likelihood of further acquisitions
in this part of the Irish Hills (most notably at the Johnson Ranch), staff believes it appropriate for the
Council to make this declaration immediately upon acquisition of the Foster property, which has just
occurred.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
DECLARING THE 700 ACRE IRISH HILLS NATURAL RESERVE
WHEREAS,the City of San Luis Obispo acquired by dedication in 2000 and 2001 two
properties in the Irish Hills,known as the DeVaul Open Space and the Prefumo Open Space; and
WHEREAS,the City of San Luis Obispo has purchased the 154 acre Foster property
from Jack and Pat Foster, which will physically connect all three of these properties into a single
land unit; and
WHEREAS, the City of San Luis Obispo has adopted policies for protection,
management; and public use of open space lands acquired by the City; and
WHEREAS, said policies permit the City Council to designate such lands in various
ways, in order to set the direction of that protection,management, and public use;
NOW,THEREFORE,BE IT RESOLVED;that the City Council of the City of San
Luis Obispo hereby .
1. Declares that the three properties commonly known as the DeVaul Open Space,Foster
Open Space, and Prefu no Open Space shall henceforth be collectively known as the Irish Hills
Natural Reserve.
2.. Directs the City Administrative Officer to undertake all actions necessary and appropriate
to carry out this resolution.
