SUBJECT: ESTABLISHMENT OF COLLEGE HIGHLANDS RESIDENTIAL
PARKING PERMIT DISTRICT
CAO RECOMMENDATION
1) Adopt a resolution establishing a residential parking permit district in the College
Highlands area with restricted parking between the hours of l Opm and l Oam, daily.
2) Appropriate $4900 from the General Fund unreserved fund balance to purchase signs,
poles and permits ($4,000) to implement the parking district and to hire additional
Student Neighborhood Assistance Program (SNAP) personnel ($900) for increased
patrol through June 30, 2001, and direct staff to include $7,100 in the :2001-02 budget
to cover the on-going costs. •
3) Direct staff to work with Residents for Quality Neighborhoods to modify the existing
requirements for establishing residential parking districts to more directly address the
type of parking and quality of life issues giving rise to this request.
DISCUSSION
Two neighboring resident groups in the College Highlands area of the City have petitioned the
City to formally establish a residential parking permit district. The first petition came from
residents living on the 500 and 600 blocks of Cuesta Drive, 500 Dartmouth, and a portion of 500
Couper Drive seeking a residential parking district with restricted parking from lOpm-loam,
daily (Attachment 2). Shortly after the first petition was submitted, a second independent
petition was received from residents living on the neighboring 500 and 600 blocks of Stanford
Drive seeking a separate residential parking district with restricted parking from Ilpm-lam,
daily(Attachment 2).
Although the petitions were generated independently, both resident groups were essentially
asking for the same restrictions but with slightly different hours. Therefore, at staff's suggestion
the Stanford Drive group resurveyed their neighborhood for the possibility of standardizing to
the same hours (10pm-10am) of enforcement as requested by the Cuesta Drive petitioners. The
goal was to create one homogeneous parking district with restricted parking between the hours of
lOpm and loam, seven days a week, as opposed to two separate districts with different hours.
The vast majority (88%) of Stanford Drive residents supported this amendment to their original
request to create a uniform parking permit district.
Both of the requests are in accordance with the provisions of Municipal Code—Section
10.36.170 (Designation of Residential Parking Permit Areas), which requires support for the
creation of residential parking permit districts from a ma'oriof residents living in the affected
area. The Cuesta Drive petition has the support of 71% of the residents to establish a permit

areas are combined, the composite support of the entire proposed district is over 78% of the
residents desire to impose parking restrictions in their neighborhood..
According to the petitioners from both groups, there are a number of concerns that they feel
warrant the establishment of a residential parking permit district: safety, insufficient residential
parking protection, inefficient use of off-street spaces, late night parties, declining quality of life
and property values. Although the petitioners realize that parking restrictions will not solve all
of the problems in their neighborhood, they believe that the proposed parking measures will have
a"positive" effect on the area. Because of the impacts to neighboring residential areas of a new
parking district ("spillover effect" from vehicles parking on neighboring unrestricted streets),
staff independently surveyed other nearby blocks to determine if there was interest and support
for expanding the proposed district.
Nearly 90 survey letters were mailed out to nearby streets to determine their support for
enlarging the district. A summary of the results is listed below and shown on Attachment 3.

Based on the above survey results, there is clear support for enlarging the original boundaries of
the proposed district. Three blocks of Highland (20 out of 35 or 57%), two blocks of Princeton
(16 out 22 or 73%) and one. additional block of Cuesta Drive (6 out of 9 or 67%) supported
becoming part of the proposed parking district. As a result, the proposed parking district
boundaries have been modified to reflect the desire of the majority of residents surveyed for
enlarging the district (Attachment 4). The recommended boundaries include some peripheral
residences that did not formally respond to the survey. These addresses are being recommended
to be included in the proposed district so it is clearer to the public where the district boundaries
begin and end. It also eliminates irregular blocks and/or small pockets of uncontrolled parking,
which can confuse the public and make it more difficult to uniformly enforce. Thus, in the
interest of "preserving" the entire neighborhood, staff would recommend expanding the
boundaries as proposed.
In addition to the mail surveys, staff also conducted field surveys in late January and early
February in an attempt to ascertain the severity of the on-street parking problem. Based on the
field observations, there were various degrees of impacted parking. From a strict "parking"
perspective, some homes had impacted parking at their immediate frontage, while many others
had sufficient frontage parking that could accommodate some level of overflow parking from
nearby residences and adjoining streets. The Stanford petitioners acknowledged that their block
did not have a serious parking problem at this time, but rather they were being proactive to
prevent future intrusion of outside vehicles. Conversely, Cuesta Drive,Dartmouth and especially
Couper Drive did have sections of the street that were fully utilized.

The Municipal Code – Sec.10.36.170 requires three factors be found before designating an area
as a preferential parking district:
1) the area be predominately residential;
2) streets in the area are congested with vehicles parked by persons not residing in the area;
and
3) limiting street parking in the area to bona fide residents is necessary in order to preserve
the quality of life of persons residing in the area.
The entire area is residential and thus meets the first criteria. The entire proposed district is
neither congested, nor where congestion does occur does it occur because of non-residents. Thus,
on the face of it, it would appear that the proposed district does not comply with the second
criteria. However, precedent has been set earlier with the Park View Parking District that
congestion caused by resident parking is enough to justify formation of a parking district. Using
Park View as an example, the proposed district is, on an overall basis, congested by resident
parking and would therefore equal the criteria met by the Park View petitioners. Staff has been
meeting with Residents for Quality Neighborhoods to discuss changes to the existing residential
parking district requirements to accommodate the type of parking and quality of life issues found
in the Park View district and this proposed district.
As with the Park View District, quality of life issues (third criteria) are highly subjective and
staff has no means of saying one way or the other if this criterion is met. Therefore it falls to the
Council, after taking public testimony,to decide this criterion before granting final approval.
Enforcement
As more requests for residential parking districts arise, there is a corresponding impact to the
available staff that will be responsible for enforcing the new areas. With the establishment of the
proposed College Highlands District, the City would have five outlying residential parking
permit districts (Alta Vista, Monterey Heights, Park View, South Tassaiara, and now College
Hi h� lands—Attachment 5). The proposed College Highlands district hours (10pm-10am, daily)
would mean that the Police Department would assume the bulk (lOpm-8am, daily) of
enforcement duties. Only the 8am-10am portion of the proposed district would fall under the
responsibility of the Public Works' current daytime parking enforcement staff. For early daytime
enforcement, Public Works could provide limited enforcement, equal to other daytime parking
districts, because of their primary responsibility of patrolling the downtown for parking meter
payments and loading zone enforcement.
However, it is anticipated that major citation work will be at night and thus the responsibility of
the Police Department. As with other Districts requiring night time enforcement, the Police
Department is only able to give limited enforcement on a "as time is available"basis. Given the
Police Department's existing resources and workload, the practical consequences of establishing
another district would be that most calls for parking enforcement would not be handled until
other higher priority calls have been resolved. In essence, this means that no response might take
place much of the time, especially on Thursday, Friday, and Saturday nights. Considering the
current levels of enforcement, resident "expectations"will be hard to meet– for this District and

the others — and in reality may be "impossible" to fulfill without additional staff to provide a
reasonable level of street patrol and response to.complaints)
City staff is proposing to address this deficiency through an -augmentation of the Student
Neighborhood Assistance Program (SNAP) staff, whereby 'an additional shift would be
established as well as extending the existing night shifts to help with more routine enforcement.
Currently, SNAP personnel work on Thursday, Friday and Saturday evenings. The current
Thurs.-Sat. shifts would be extended by one hour per two-person team (two hours total) to
provide additional coverage to concentrate on parking enforcement issues. One additional two-
person, six-hour shift would be created so teams would be available on other evenings (Sunday-
Wednesday) on a rotating basis. This would allow the nighttime districts to have more consistent
coverage during the busy nights,with rotating patrols during off-peak days.
Implementation of District
Considering the time that will be needed to acquire permits, install signs, and recruit and train
additional SNAP personnel, the fully operational district will have to be phased over the coming
months. Pen-nit distribution and sign installation could be;completed to coincide with the start of
the spring quarter(April 2, 2001). Limited nighttime enforcement(status quo of complaint basis
only, when staff is available) would continue until additional SNAP personnel are hired and
trained. This process could take some time to complete considering the current job market and
the fact that students make up the SNAP roster. Realistically, full staffing, both replacement and
new personnel, may not be completed until sometime during the late spring.
CONCURRENCES
College Highlands petitioners indicated that they could support limited enforcement until
appropriate staff was available(Attachment 6). Residents for Quality Neighborhoods (RQN)
also supports the use of SNAP personnel for enhanced parking enforcement.
FISCAL IMPACT
Establishing the proposed parking permit district will have a direct cost to the City.. The cost
break down is as follows:
Signs &poles 50 @$70 $3,500

* pending rate increase for new fiscal year
Since there is no formal budget specifically earmarked folr this new district, if approved, staff is
recommending that the additional $4,900 needed for implementation and ongoing patrol should
be appropriated from the General Fund's unreserved !fund balance. Based on the revised

projections in the mid-year budget review for 2000-01, this will result in an ending fund balance
that is 26%of operating expenditures compared with our policy minimum of 20%.
The rationale for the use of the General Fund is based on three primary factors: 1) the precedent
for the use of the General Fund reserves to create and enforce nighttime residential parking
districts was established in 1996 with the creation of the Park View (12am-7am,daily) residential
parking permit district; 2) SNAP personnel will continue to perforin their primary duty of
responding to noise complaints,with parking enforcement a secondary function of their duties; 3)
the early morning hours of the proposed district most likely will produce very few parking
citations, which translates to extremely low net citation revenues. Furthermore, if parking
personnel are involved in enforcing the daytime portion (i.e., 8am-10am) of the proposed district,
the time spent in the district detracts from their patrolling the downtown, which means lost
revenues from parking meters and citations and a loss to the Parking Fund. Thus, staff believes
the use of General Fund reserves would be warranted for creating and enforcing this particular
residential parking district. However, since any citation revenues will go to the Parking Fund,
staff will be tracking them and will transfer funds back to the General Fund should any
significant net amounts be accrued.
Included in the Budget for 2001-2002 will be $7;100 to allow nighttime enforcement by SNAP
personnel to continue on an ongoing basis
ALTERNATIVES
Alternatives to the staff recommendation could come in many forms, such as no parking district;
smaller or even larger district; changes in hours or days of enforcement; etc. Staff feels each of
the alternatives would not best meet the wishes of the neighborhood and would recommend
moving forward with establishing the residential parking permit district as proposed.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
ESTABLISHING THE COLLEGE HIGHLANDS AREA OF THE CITY AS A
RESIDENTAIL PARKING PERMIT AREA AND ESTABLISHING DAYS AND HOURS
OF OPERATION OF SAID AREA AND TIME OF RENEWAL FOR A PARKING PERMIT
WHEREAS, the Council of the City of San Luis Obispo has received a petition from a
majority of the residents living in the College Highlands area as shown on Exhibitl; and
WHEREAS, the Council of the City of San Luis Obispo has determined that the quality
of life for the residents of this area has been adversely affected by non-residents using the
neighborhood streets for excess parking and;
WHEREAS, the Council of the City of San Luis Obispo has determined that the
restriction of non-resident parked vehicles on the neighborhood streets will improve pedestrian
and vehicular safety and allow residents to gain proper access to their residences and;
WHEREAS, the Council of the City of San Luis Obispo has held a public hearing to
consider the establishment of a residential parking permit district and has determined the parking
permit district will improve the quality of life for the district residents.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. Pursuant to Section 10.36.170 et seq. of the San Luis Obispo Municipal
Code the residential parking permit area is hereby established as shown and listed on Exhibit A. '
SECTION 2. No vehicle other than vehicles providing services to the area or having a
residential parking permit clearly displayed on the dashboard on the drivers side of the vehicle
may park on any street within the district boundaries between the hours of lOpm and loam,
seven days a week.
SECTION 3. The Director of Public Works shall be directed to post the area with signs
that clearly indicate these restrictions.
SECTION 4. The Parking division shall issue residential parking permits on demand as
permitted in Section 10.36.220 of the San Luis Obispo Municipal Code. Parking permits shall be
issued for a year effective September 15.

Dear Keith:
It was a pleasure speaking with you yesterday. Thank you for your work to date on the parking
district we discussed. I had some further thoughts I'd like to share regarding your concerns of
enforcement and staffing.
First, I think all of the residents in the parking district will be understanding if enforcement is on a
complaint basis rather than expecting any night time patrols of the area. Having the district
patrolled would be a great future goal, but we understand that in may be unrealistic for some
time. I also think that a large percentage of complaints will be related to noise complaints,
requiring police response anyway. At least with the parking district in place the police can write
some tickets while they are addressing the noise complaint. This would be a great deterrent to
future parties at that address and could actually have the benefit to the police of less calls!
As I'm sure you are aware, the nature of this district is somewhat different than some of the other
parking districts around town.We don't really have a problem with the transient type driver- one
that leaves his or her car to then walk into campus, for example. Our district primarily addresses
too many people living in a house and party situations. As such, it should only take one or two
enforcement experiences for the rules of the district to sink in. Again, the result could be less
enforcement calls over time.
I have two other ideas regarding enforcement. First, resident supporters of the district could print
up flyers that they could put on illegally parked cars warning them that they are illegally parked
and could be subject to a$20 ticket. If the problem persists with that car on future occasions, then
the police could be called for enforcement, thus taking some of the load off the police department.
I understand that has worked in other districts. The second idea, which would require police or
City Council directive would be to give the SNAP personnel the duty of writing parking citations
when called out on noise complaints.

The residents that I have spoken with since our conversation are very excited about the expanded
parking district. The boundaries you discussed outline an area of San Luis Obispo that just a few
years ago would have been called one of the best family neighborhoods in town. That status is in
serious jeopardy now. The parking district is truly the only hope we as homeowners and residents
have of preserving our quality of life. Thank you again for your efforts.

I am writing in support of establishing the proposed residential/parking permit district known
as the College Highlands Residential District I have lived at 502 Stanford Drive (comer
of Stanford and Highland)for about 22 years. Parking is seldom available to me on the Highland
side of my lot and when my neighbors have guests it is often not available on the Stanford side.
I do not believe that long established residential areas should become hostage to increased
enrollment at Cal Poly and Cuesta. The formation of this district should help to limit the number
of tenants with cars at rentals and reduce congestion on the street.
Two elementary schools are adjacent to or within two blocks of this district which makes this
area attractive to families with young children. Please help us to keep this neighborhood for
families by a vote in favor of this district.

Dear Mr. Settle,
My wife and I have lived on Cuesta Drive since 1966. We raised a family here,
and hope to live here the rest of our lives. We have slowly watched our neighborhood
quality of life decline. It has accelerated in the last few years. Our neighborhood could
eventually become another Isla Vista if the trend continues. Not being able to sleep at
night because of the noise of cars coming and going, doors slamming, people talking
and yelling is becoming intolerable. There have been neighbors who sold their homes
and moved away because they just couldn't stand it anymore. Almost all of these
people wanted to stay in San Luis Obispo the rest of their lives.
The parking district will be the difference between a neighborhood that is safe,
quiet, and desirable and one that is not.
As you well know,the San Luis Obispo General Plan directs the city 'to help
residents preserve and enhance their neighborhoods.' It also directs the city to 'devise
strategies to help stabilize the rental -owner ratio, to maintain neighborhood character,
safety,and stability.'
It is not yet too late to preserve the quality of life in this neighborhood. I urge you
to follow the General Plan and support the creation of this parking district. It is just
about our last option.

Re: Proposed Residential/Parking Permit District
Dear Sirs:
We are writing this letter in opposition to the proposed creation of the parking District in the College
Highlands Residential Tract. After discussions with several individuals within the Department, Mayor
Settle, and at least two council persons we believe that the vote on Tuesday February 20, 2001 is
predetermined and that it is planned for passage before the public has an opportunity to voice their
opinions.
We received notice of the proposed parking district only one week prior to this important vote. That in its
self should be a reason to postpone the vote for a minimum of one month.Also upon contacting some of
our neighbors we found that of the group we sampled about 25% had not even seen the notice nor had
they heard of the proposed change.And there are others who had signed a petition who were now against
it once the full ramifications of the currently proposed district was fully explored. We also do not believe
that proper notification was given to the adjacent property owners along the perimeter of the proposed
district.Although the district will be created on public streets this action affects property rights.
It would appear that this is a'Band-Aid"measure to curtail "parties" in this neighborhood or help enforce
zoning violations(such as illegal garage conversions or over occupancy of a dwelling). Unfortunately,we
believe that this plan has been poorly thought out in that it removes parking from the widest and busiest
street(Highland Drive)and pushes it off to streets that are narrow such as Felton. It increases foot traffic
in;fhe evening and it potentially puts individuals who are under the influence on the road because they can
not stay the night without moving their car so if they have to move it for a$20 fine,why not go home?And
again the property owners.on Felton,Tassajara, Tolusa and Jeffery should be provided with a notice as
the subject neighborhood will be shifting any burden of overnight parking to those streets. This will
increase the vehicle and foot traffic out to the surrounding neighborhood. (A potential side effect of greater
foot traffic is the increased opportunity for crime.An additional side effect of pushing vehicular traffic to the
surrounding narrower streets is the potential problem with ingress and egress of emergency vehicles).
Chapter 10.36.200 is not specific as to how various common occurrences will be ealt 1qP D

1.. Birthday parties, bible readings,wedding showers, baby showers, graduations, bridge, bunco,
Easter, Thanksgiving, Christmas, Jewish Holidays, etc.This district would curtail all events at the not so
magical hour of 10:OOPM and that event would be limited to two individuals.
2..Workers such as a handyman, construction crews, trades people in general with greater than two
vehicles would not be allowed to park in the area prior to 10 am. This adds to the cost of doing business.
I. Property manager, realtors,etc.will not be able to park in the street prior to 10 am.
The code as currently written creates an additional layer of bureaucracy to every day living and
occurrences with out proper guidelines ultimately leading to results that are arbitrary and capricious.
Overall the proposed district places a burden on the property owners and does not solve the city's
problem of insufficient housing to meet the needs of today's society. The creation of this district has the
fingerprints of discrimination if used to target a specific group.
What is fair for one should be fair for.all. Why not create this type of parking district for the entire town?
We bring these issues up to preserve the right to litigate.

Re: City Council Public Hearing Notice,College Highlands Residential District to be heard tonight
I am opposed to the ordinance as it is proposed I believe its restrictive regulations will limit the number of
vehicles visitors may drive to homes in this district for events of gathering during evening gatherings. I do
not want my guests limited in number during the hours of I O:pm to 7 am. I ward the freedom to gather
with convenience of available street parking.
1 believe we do need to look at reasonable accommodations to preserve our neighborhoods. I also
recognize that this neighborhood is adacent to Cal Poly. Without adequate on campus housing and
parking,San Luis CJbispo seems to encourage community support for the college. Tourism from visiting
rdatives and friends,business connections which lead to local economic growth as money is exchanged for
goods and services.and educational and recreational opportunities for locals seem to be some advanrages to
supporting the College in this county.
I do not belictic this parking ordinance as written supports students and their families who want to take part
in the academic and social privileges associated with this campus. It Colors the"welcome" to say"stay
home"and"go somewhere else to attend school."

I received the letter regarding the proposed College Highlands Residential Parking
District, and wish to urge the council to approve the district. We have lived in what
used to be one of the most desirable and family friendly areas of the city for 34 years,
and we are watching with alarm as it slowly deteriorates into a student rental area.
Rentals often double or triple the number of cars at a residence, and the parking and
traffic congestion here is becoming excessive. Some of the problem occurs from the
large gatherings that often take place, usually into the wee hours of the night. We
listen to cars and people coming and going all night long.
I notice in the city's General Plan a provision which directs the city to " help residents
preserve and enhance their neighborhoods" and to "devise strategies to help stabilize
the rental/owner ratio, to maintain neighborhood character, safety and stability."
(Section 2.15) Our neighborhood is losing its character, and the snowball effect is
causing more and more long time owners to abandon their homes and more and more
absentee owners to create student rentals. Without intervention such as this parking
district, I envision a situation in the not too distant future similar to the student ghetto,
Isla Vista, adjacent to UCSB.
Homeowners are still the majority here. This neighborhood can be preserved. Your
support on this issue will mean the difference between a viable, family friendly
neighborhood and continued decline.

Dear Mayor Settle:
I have been a homeowner on Princeton Place for over 36 years. This is where we raised our
family and this is where I would like to stay. However, the increased traffic, parking
congestion, noise, litter and general lack of care for their property in the houses rented by
students are destroying our quality of life. It is forcing the longtime residents of our street to
seek a more safe and stable place in which to live. This should not be allowed to happen.
We NEED this Parking District as a deterrent for the conversion of homes to rentals in this
family neighborhood. There are so many cars parked on our narrow, curving street that it is
increasingly difficult to enter and exit safely.
The SLO General Plan directs the City to "devise strategies to help stabilize the rental/owner
ratio, to maintain neighborhood character, safety and stability." (Section 2.15 13) This
parking district is a strategy for those goals and I urge you to support it.
Please don't wait until our neighborhood is completely destroyed by student renters!

Princeton-Highland area.
Help families to be able to park in front of their own property.
Many rental houses have 5-7 students living in them (absentee landlords pack these
houses — count the bedrooms). Most students do not use garages so cars are
everywhere. Some students own more than one car adding to the congestion
(one house on Princeton Place has 8+ cars). Residents of Princeton are selling
houses because of the serious car situation.
Vote for the longtime residents and families —Vote yes on the Parking District

Honorable Mayor and Members of the City Council,
RQN supports the petition submitted by the residents of the College Highlands neighborhood and
the recommendation of the Public Works Department to establish a residential parking permit
district within the proposed boundaries.
We believe the petitioners have met the criteria set forth in §10.36.1.70, and the expanded
boundaries suggested by staff address parking district issues that have been previously raised by
council.
We appreciate the sensitivity shown by staff in dealing with the petitioners' desire to
"proactively" preserve and protect the quality of life in their neighborhood. We also applaud the
collaborative and creative efforts between Public Works, the Police Department, and the
Neighborhood Services Office in addressing the enforcement issues. Their recommendation for
additional SNAP services will not only benefit the proposed parking district but the other districts
as well. We have always been supportive and appreciative of the services provided by the SNAP
team and are thrilled with the idea of having their assistance in this area.
In considering the issues we would also ask the council to keep in mind, not only the existing
impacts within this neighborhood, but, those that may be exerted, in the future, from outside of
its boundaries. The Cal Poly Master Plan has designated three acres at the northwest corner of
Highland Avenue and State Highway 1 as the future site for off-campus faculty, staff, and married
student housing. The College Highlands neighborhood is adjacent, to the west, of this property.
Depending on how the University handles their parking issues, there could be a potential for
spillover parking into this neighborhood.
We concur with the CAO.recommendation and request the council to:
• Adopt a resolution establishing a residential parking permit district in the College Highlands
area with restricted parking between the hours of 10 p.m, and 10 a.m., daily.
• Appropriate $4900 from the General Fund unreserved fund balance ( $4,000 to implement the
parking district and $900 to hire additional Student Neighborhood Assistance Program (SNAP)
personnel for increased patrol through June 30, 2001), and direct staff to include $7,100 in
the 2001-02 budget to cover the on-going costs.
• Direct staff to work with Residents for Quality Neighborhoods to modify the existing
requirements for establishing residential parking districts to more directly address the type of
parking and quality of life issues giving rise to this request.

SUBJECT: Public Notification for Proposed Residential Parking District
We have received two calls regarding the procedure for public notification of the public
hearing on Tuesday night to consider the proposed College Highlands parking district.
Specifically, two residents from nearby streets outside of the proposed district boundaries
called to complain that they were not sufficiently,notified of the 2-20-01 public hearing for the
new parking district. Historically, it has been the City's policy to notify only the
residents/property owners within the proposed boundaries of a pending parking district. This
has been the case for the 1994 Tassajara District, 1996 Park View District, and the 1997 and .
1999 Monterey Heights Districts. It also applied to the 1998 parking district for
Johnson/Peach, which was not approved by Council, and the Old Town District, which was
postponed by Council for future consideration.
Notification beyond the recommended parking district boundaries is not legally required, and ,
our practice of notifying only within the district has been in place over the years with no
specific problems from nearby residents. The only exception to this practice for the pending
hearing was the notification of apartment complexes along Couper Drive because of the
unusual half-block boundary being proposed. Other than this courtesy notice because of the
partial block restrictions, no other nearby residents where notified of the 2-20-01 public
hearing, which is consistent with our long-standing public notification procedures for the
creation of residential parking permit districts.

It is with great sadness that we have to write this letter to the City Council, but the city has failed
us! In the uproar over Costco and other community issues,the city has lost sight of one of the
greatest problems in the city, the destruction of neighborhoods. As part of the city's general plan,
one of its responsibilities is to"maintain neighborhood character, safety and stability." It has
ignored this responsibility for many years, and, now,the results are becoming tragic. That is a
strong word, but for those of us who have seen our neighborhoods change from delightful places
to live, to places where we are subject to sleepless nights, parking difficulties,feces on the front
yard, urination outside our bedroom windows, language that disturbs even a prison chaplain, loss
of friends and neighbor companionship, the word is hardly an overstatement.
Stan and I came to this community thirty-seven years ago, and we loved it(and still do, in spite of
our disappointment with our present situation). We built the first unit of the Congregational
Church on Los Osos Valley Road, a strong and effective church that today provides day care for
elderly citizens of SLO who are suffering from Alzheimer's and other disabilities. Stan was
largely responsible for bringing a full-time YMCA director here, a position still contributing to
the well-being of this community. He served as President of the Salvation Army and was on their
board for many years. He developed the police, sheriffs, and California Highway Patrol
Chaplains programs for SLO and many of the surrounding communities; and served for sixteen
years as a volunteer chaplain for the SLO Police Department, contributing thousands of hours in
the service of the city. He has been an active member of Rotary, Lions, Exchange, and several
other service organizations. I have worked with Special Education students of SLO City and
County for twenty years and have received special commendations for my creative programs. . In
all,we have served this community well.
What are we asking in return? Very little. We simply do not want to see our neighborhood
destroyed We love our home. It is not a house, or just a place to spend a few years while in
school, it is a home. It is where we raised our children and enjoyed the friendship of our
neighbors, in a safe and peaceful environment. At the present, we have no recourse to the
problems that are destroying this area. The students have all the rights and privileges, and we
have none. We have given up calling the police because they are generally unable to respond in
time to do anything about the situations, and also because we do not feel that this is what they
should be doing when more serious crimes need their attention. We have talked to parents and
have had meetings, singularly, and with groups of students. But we have no control over large
groups who converge on houses most week-ends, or for the cars that take up parking spaces
needed for our guests. We are desperate for some type of measure that will slow the deterioration
of this area. We know that students need a place to five, but because the city has allowed Poly to
grow beyond the ability of the community to absorb the students,this situation has developed. It

Dear Mr. Settle:
This letter is in regard to the above referenced proposed residential parking permit district
that is scheduled for City Council consideration Tuesday,February 20, 2001. I urge you
to vote in favor of the establishment of this parking permit area.
I personally petitioned all residences of the Stanford Drive portion of this district and
received 90% overall support and 96%homeowner support. We are pro-actively seeking
to preserve this family neighborhood from the degradation we are witnessing on
Highland Drive and the other blocks included in the proposed district. This proposed
district potentially represents the turning point for this area of San Luis Obispo. Without
the protection of the parking district, the area outlined is destined to become an "Isla
Vista"of student housing, controlled by investors and investor-parents. That would be a
sad loss to the character of this city,not to mention the families trying to raise children
here.
I know that you voiced support for our neighborhood when you were canvassing here
during the election. I trust that you will follow through on that pledge with an affirmative
vote for parking district that the majority of residents and homeowners want for this
neighborhood.
In regard to City Ordinance No. 1264, I believe that we satisfy all of the criteria regarding
the designation of an area of the city as a residential parking permit area. The area is of
course predominantly residential, there is parking congestion and the parking district
would help preserve the quality of life of persons residing in the area. The parking district
would address issues of noise, safety and access to homes. Finally, the establishment of a
parking permit area does represent the desires of the majority of the residents of the area.
Additionally,the use of a parking permit area as a strategy to preserve a neighborhood is
in fact encouraged by language in the Land Use Element of The S _

General Plan. Section 2.15 states: "To help residents preserve and enhance their
neighborhoods, the City will:A. ... work with residents to prepare neighborhood plans
that empower them to shape their neighborhoods;B. Help devise strategies to help
stabilize the rental/owner ratio, to maintain neighborhood character, safety, and
stability;"A parking permit area is a plan and strategy to accomplish those goals.
Clearly the General Plan is mandating the protection of this city's stable family
neighborhoods and is not mandating the support of transient student populations,
investors or investor-parents,who may oppose this parking district. This parking permit
area is a viable strategy(if not the only strategy available)to help preserve our
neighborhood. Please vote yes for this important resolution.

Dear Mayor Settle,
When you were walking our district before the election, you stopped by our home at 550
Princeton to speak to us for a few minutes. One of the issues we discussed was the need
for a Parking District in our neighborhood. At that time we expressed our strong support
for this proposal, and you assured us that you would work to help us preserve our
neighborhood and the preservation of our quality of life.
We are asking you to honor that promise by supporting the proposed College Highlands
Residential District.
We have lived on Princeton since 1979, and had hoped to be able to continue residing
here for years to come. However,the infusion of student residents has dramatically
changed our living environment over the past 22 years. Our block on Princeton is now
almost half student housing. Among other things,this has brought more congestion, more
noise, a reduction in maintenance of home and yard, fast traffic, parties, loss of privacy,
and a huge increase in the number of cars parked on the street. Friends in the immediate
neighborhood have literally been driven away from their homes after many years of
residence because they just could not deal with the student problems.
We need your help to bring some measure of control back in what used to be our family
neighborhood. Please SUPPORT the proposed Parking District, and after it is adopted,
MAKE SURE THAT THE PROVISIONS ARE ENFORCED.

Residential Parking Permit Area Petition
Abstract
The one block long cu-de-sac of Stanford Drive has long been considered one of the best family
neighborhoods in the city of San Luis Obispo. With a favorable microclimate, low traffic
volume and well-kept homes and yards, it has provided a safe and comfortable place for
families to raise their children for four decades.
The thirty-one homes on the block are comprised primarily of homeowners; new young families
and older retirees whose children were raised on the block and who stay because of their love of
the neighborhood. Nineteen children live on the block, plus many grandchildren visit.
There is a subtle change taking place to the character of this special neighborhood. Within the
past 20 months, several houses on the block have converted to student rentals. Additionally, the
rental/homeowner ratio has increased substantially on blocks surrounding Stanford Drive. The
Stanford Drive Neighborhood Association has been formed to take pro-active steps to protect
the character of Stanford Drive. The establishment of a Residential Parking Permit Area is the
single most viable method available to the residents of Stanford Drive to prevent the erosion of
their quality of life.
• Fact: Encroachment of parked cars from rentals on Highland are impacting the residents at that
end of Stanford.
Fact: The new rentals on the block have more than doubled the number of cars at those
residences.
Fact: If this trend continues unchecked, San Luis Obispo will forever loose one of its best
family neighborhoods.
Fact: 90% of the residents and 96% of the homeowners of Stanford Drive want a parking
district for Stanford Drive.
A parking district will stop cars belonging to residences of other streets(Highland)from using
Stanford Drive as their parking lot. It will limit the number of cars (and thus tenants) at the
rentals on Stanford. It will assist in the control of late night parties and associated noise. There
is also evidence that it may help stave-off future'increases in the rental/homeowner ratio on the
block.
If you look at Stanford Drive as a parking lot, you will see plenty of spaces left. However, if
you look at Stanford Drive as neighborhood, you will see a very special place and an asset to
San Luis Obispo. This neighborhood can be protected if steps are taken now. A Residential
Parking Permit Area.is the best and only source for that protection.

Summary
In order to:
• Protect and improve the safety of children and residents in the neighborhood
• Relieve and prevent further burden on residents in gaining access to their homes
• Reduce ambient noise levels
• Prevent erosion of the quality of life and the decline of property values
The undersigned request, pursuant to Section 10.36.170 et seq. of the San Luis Obispo
Municipal Code, that a preferential parking district be established. The boundaries to be as
follows: the single block of Stanford Drive from it's beginning at Highland Avenue to its
dead end.
Key provisions of an ordinance to establish this district are to be:
• Street parking UPM to 7AM seven days a week by permit.
• Two permits per household to be issued by the City free of charge.

It is my understanding that the City Parking Manager, Mr. Keith Opalewski, has made
the following recommendations to the Stanford Drive Neighborhood Association
regarding the Residential Parking Permit Area Petition filed in the Office of Parking
Services on September 12, 2000:
1) Join together with the Residential Parking Permit Area located on Cuesta
Drive currently under consideration by the Parking Manager's office.
2) Change the hours of our proposed Parking District from the hours of
11PM to 7AM to 1OPM to LOAM, 7 days a week.
The undersigned resident of Stanford Drive hereby agrees to the changes referenced
above ON THE FOLLOWING CONDITIONS:
1) That the above changes to the Stanford Drive Residential Parking Permit Area
Petition are deemed necessary by City Council in approving the larger

Dear residents of Cuesta, Dartmouth, and Couper Drives;
Due to increasing parking problems associated with late night parties,
out-of-the-neighborhood cars being left on neighborhood streets both day
and night, and residences with numerous vehicles which are not utilizing
garages and driveways, the residents of the above named streets are
organizing a petition drive to create a residential parking district.
The proposal involves restricting street parking between the hours of
10 p.m. and 10 a.m. seven days a week. Each house will be allotted parking
permits which will allow two vehicles street parking during the restricted
hours. Of course each residence will still have two parking spaces in the
garage and two spaces in the driveway, for a total of 6 parking spaces per
house.
You are requested to sign the enclosed form indicating whether or not
you support this proposal. After a review by the city parking department,
the matter will be considered at a hearing by the city coucil. Residents will
be notified about the time and place of this hearing.
