SUBJECT: RFP for Plan Review Consultant Services
CAO RECOMMENDATION
Approve RFP for consultant plan review services to support the building permit plan review
operations in the Building & Safety Division, authorize soliciting of proposals, and authorize
contract award by the CAO.
DISCUSSION
The Building & Safety Division is requesting approval to update arrangements for professional
assistance for plan review operations. Most of the building permit applications submitted to the
Division require some degree of plan review to determine compliance with applicable State
building,plumbing, electrical, mechanical, and energy codes, as well as local construction
regulations. Some of these plan reviews are completed at the counter and others enter our
processing system for review by staff on a first-come-first-served basis. Although the Division
has a staff person(Plans Examiner) dedicated to this function and other staff assist as time
allows, there is a need for consultant support to fully satisfy the demands of this very important
activity.
Plan review consultant services have been used by the City for over 15 years, with the first
contract executed in 1984. Consultant services are used when review of a particular project is
beyond staff expertise; or when excessive workload in the Division prevents staff from
completing the plan review within established turn-around times. In recent years, approximately
$30,000 has been budgeted for plan review services during each fiscal period.
The City's purchasing guidelines require that contracts for consultant services be revisited on a
periodic basis to insure that cost and quality of service is optimum. It is now time to distribute
an RFP soliciting proposals to provide plan review services for the next few years.
Evaluation and Selection Process
The proposal closing date is scheduled for March 21, 2001. After review of the submittals,
finalists may be invited for a follow-up interview if necessary to clarify their proposal.
Evaluation criteria will primarily focus on the depth of proposer's expertise and the timeliness of
completing plan reviews; cost of service will not be the sole factor. Based on the written
proposals, further discussion, and reference checks, the review committee will present its
recommended selection to the CAO. It is anticipated that the contract award will be made by
April 13, 2001.

Prospective Bidders
The RFP will be mailed to a number of firms that advertise specialization in this type of service.
A list of prospective bidders is attached.
CONCURRENCES
The Finance Director concurs with recommendation.
FISCAL IMPACT
Approximately$20,000 is available in the operating budget for Building& Safety for the
remainder of the 2000-01 fiscal period; no additional funds are required. Funds will be included
in future budget requests for fiscal periods covered by the proposed contract period.
