CAO RECOMMENDATION Authorize staff to submit a grant application proposal to the Department of Alcoholic Beverage Control (ABC). DISCUSSION The ABC anticipates offering $1.5 million in grants for fiscal year 2001/02 (see attachment 1). A major goal of the Police Department is to reduce underage consumption of alcoholic beverages in our community. Funding provided by ABC would provide for reimbursement of police officer overtime for special enforcement activities working closely with ABC investigators utilizing enforcement strategies that target the illegal purchasing of alcoholic beverages, as well as the illegal sale of alcoholic beverages. Staff is currently preparing the grant proposal, including detailed objectives, to request approximately $60,000- $75,000 in grant funding. The grant proposal deadline is February 28, 2001. Per the City's Grant Management Policy, at this time, staff requests approval from the City Council to submit a grant application to the ABC. If selected for funding, staff will return to the City Council requesting adoption of a resolution authorizing the City to enter into a contract with the State. FISCAL IMPACT The grant would provide full reimbursement for personnel overtime pay and benefits, plus equipment and operation costs. This would result in no negative fiscal impact to the City. ALTERNATIVE Continue with current levels of alcohol enforcements within existing City budget resources and do not seek this grant funding. Staff does not recommend this alternative as the ABC grant is a funding opportunity that supports Police Department goals, consistent with City goals and objectives. MANUM R.ESPINO"INTEMM DIRECTOR --DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL SUBJECT: REQUEST FOR PROPOSALS: ABC GRANTS FOR LOCAL LAW ENFORCEMENT The Department of Alcoholic Beverage Control (ABC) is anticipating offering$1.5 million in grants for Fiscal Year 200112002, subject to funding, and invites your agency to submit a proposal. Effective July 1, 2001, the Department will award grants up to $100,000 to local law enforcement agencies. These grants will enable the selected agencies to expand their present efforts of detecting those alcoholic beverage licensed establishments that are disruptive to the community and to law enforcement. This will be accomplished through a comprehensive ABC program that will encompass a wide range of strategies. If your agency is selected, your sworn officers assigned to the project will work closely with ABC investigators and receive training in ABC law, alcohol enforcement strategies, and community resources. The sworn officers and ABC investigators will investigate the problem outlets and prepare cases for appropriate criminal, administrative, or civil action. This Request for Proposal contains all the information and forms you will need to prepare and submit a proposal. This Department must receive all proposals by 5:00 p.m. on ]February 28,2001. Proposals received after the due date and time will be ineligible for consideration. A selection committee will review and evaluate all proposals using a point system and it is anticipated that selections will be made by April 30, 2001. Selections will be based upon the applicant's responsiveness to the Request for Proposal and ability to implement a project based on the program and administrative requirements.
