SUPERVISORS PROVIDING INPUT ON THE REDISTRICTING
PROCESS
CAO RECOMMENDATION
Authorize the Mayor to sign the letter and direct staff to forward it to the County not later than
May 8, 2001.
DISCUSSION
The County Board of Supervisors is soliciting input on the redistricting process from cities,
districts and the public. At the Council meeting on April 24, 2001, County Administrative
Officer David Edge provided a presentation to the City Council and responded to questions.
Individual Council comments followed and staff was directed to draft a letter for the Mayor's
signature incorporating those comments. The draft letter is attached and, if approved, will be
signed by the Mayor and sent to the County before the Board's deadline of May 8'.

Subject: Redistricting
Dear Chairman Achadjian and Board Members:
On behalf of the San Luis Obispo City Council, I would like to take this opportunity to
thank County Administrative Officer David Edge for the excellent presentation he made
to the City Council on April 24, 2001, concerning the County's redistricting process. It
was very helpful to learn the County's perspective, and the various constraints inherent
in the process. Mr. Edge presented the issues in a professional and impartial manner.
I speak for all of the members of the City Council in saying that we are uncomfortable
with the current district boundaries affecting the City of San Luis Obispo. By dividing
the City among four supervisors, the effect is to potentially dilute the influence which
the City might have with any one of them. While there are minor differences of
opinion among Councilmembers as to precisely how new district boundaries should be
drawn, we are unanimous in our conviction that the best interests of the City would be
served by dividing the City between two supervisorial districts,more or less equally.
Recognizing the practical difficulties inherent in equalizing the numbers, we also
understand that a third district may need to expand into a portion of the City. If so, we
hope such expansion will be minimized as much as possible. In no event should the
City be divided among four supervisors.
Finally, in drawing the new lines,we would request that you carefully take into
consideration other factors besides population, such as City facilities(reservoirs,
treatment plants, communication sites, etc.), spheres of influence, transportation
corridors,water sheds, and view sheds, so that there is a community of interest between
urban and rural areas within each district. Specifically,we believe the City has more
commonality with Districts 2 and 3.
