SUBJECT: DIGESTER#3 REPAIR, SPECIFICATION NO. 90046A&B
CAO RECOMMENDATION
1. Approve plans and specifications for "Digester #3 Empty & Clean" and "Digester #3 Repair"
Specification Nos. 90046A & B."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Engineer's Estimate of$180,000.
DISCUSSION
Cleaning and repair of the digesters at the Water Reclamation Facility is a project completed
approximately every 9 years on each of the three digesters. The harsh environment at the facility
necessitates routine maintenance to prevent the need for major facility replacements. The fust
portion of the project is to empty the sludge from the digester and wash it down. The cleaning will
be followed by a repair project. The repair project replaces any wom out equipment and applies a
new coating to protect the digester walls. The cleaning is performed as a separate project because of
the specialty nature of the work.
CONCURRENCES
Public Works has applied to the Community Development Department for a categorical exemption.
The project will not be advertised prior to receiving the exemption.
FISCAL IMPACT
The 1999-01 Financial Plan, Appendix B, page 117, estimated $ 96,000 would be needed to
complete the repair project. Based on the Engineer's Estimate, the project will be more
expensive to complete than originally anticipated. Additional funds will come from the Major
Equipment Repair account which has a current balance of $639,400 to support this project.
Empty& Clean: $ 20,000
Repair: $ 160,000
Engineer's Estimates: $ 180,000
Contingencies: $ 16,000
Project Total: $ 196,000
