You may.address the Council by completing a speakers slip and giving it to the City Clerk prior to the meeting. At this time, you may address the Council on items that are not on the agenda or items on-the Consent Agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefiv respond to statements made or questions posed 'bv persons exercising their .public testimonv rights (Gov. Code Sec. 54954.2). Staff may be asked to follow up on such items.. Staff reports and other written documentation relating to each item referred to on this agenda are on file in the City Clerk's Office in Room 1 of Citv Hall. John Feich_ Leader of Boy Scout Troop 22, led the pledge of allegiance. Boy Scout Troop 22 observed the meeting. indsaV M81ar and Annika Johnson_ San Luis Obispo High School Key Club members invited Council Members to the 'Twenty-Four-Hour Relay"to be held May 26, 2001 through May 27, 2001. Council Agenda Action Update Tuesday, May 22, 2001 Ann Ream, San Luis Obispo County Arts Council,provided the Council with an update on Art Council activities. She noted that she will report back at mid year. Kelvin Sib. Harrieen reiterated complaints of harassment and discrimination. BUDGET WORKSHOP 1. PRELIMINARY 2001.2003 FINANCIAL PLAN_ (HAMPIAN/STATLER) May 22, 2001: Preliminary Financial Plan Review; General Fund Operating Programs. (3 Hours) RECOMMENDATION: Review and consider Preliminary Financial Plan for 2001-03. General Fund Operating Programs for 2001-2003 reviewed. ACTION. Staff directed to return to Council with a proposed amendment to the budget relating to the meeting stipend for Architectural Review Commission and Planning Commission members (5:0). (3 Hours) RECOMMENDATION: Review and consider Preliminary Financial Plan for 2001-03. Council Agenda Action Update May 24, 2001 ACTIONS: 1. Staff was directed to: A. Remove the Prado Road Interchange project(pages 173-74) from the Capital Improvement Project budget(3:2 Settle/Schwartz). B. Move the Mission Plaza-Broad "Dog Leg"project from Year 2003-2004 to Year 2002-2003 (4:1, Settle). C. Remove the City Hall Main Entrance Renovation project(pages 415-416) from the Capital Improvement Project(C/P) (5:0). 2. Council made minor aments to the following CIP project narratives: A. Prado Road Bridge and Roadway Widening(Page 175). B. Los Osos Valley Road Interchange Improvements (Page 178). C. Montalban Street Bridge (Page 230). D. Bob Jones City-to-Sea Bike Trail Phase 1(Page 233). 3. Staff was given additional direction to: A. Bring back on June 5, 2001 funding options for utility undergrounding. B. Include street trees on Morro Street in the Morro-Santa Barbara Traffic Signal Installation project(Page 200) and add in costs to remove the billboard on Santa Barbara Street to the third year of the program (approximately$80,000). C. Move the Downtown Street Light Pole Painting project(Page 206) from Year 2003-04 to Year 2004-05.
