HomeMy WebLinkAbout05/29/2001, COMM - SLO COUNTY MAYORS MEETING MCM INU nul-nun DAT' .S -©/ ITEM #mm, communication May 29, 2001 TO- Council Colleagues FROM: Allen Settle SUBJECT: SLO County Mayors Meeting The County's mayors, at our meeting on May 25`x, agreed to ask the League of California Cities (LCC)to strive to sop further unfunded mandates. Discussions resulted in a proposal to the League that the pending increase in LCC dues be designated for and used for challenging the State's continued practice of imposing unfunded mandates to balance its own budget and to hold up the implementation of important legislation. An example of another unfunded mandate is AB 2838 which would require that LAFCO's costs be shared between cities/counties/and special districts with a 1/3-1/3-1/3 formula. I will clarify features on this matter during the Communication portion of tonight's Council meeting. I will also ask you to join me in urging the League to do more to challenge the State. All SLO County Mayors were also in agreement with Senator Jack O'Connell's objection to SB 910,which would result in the loss of local gas tax funding and impose a penalty of up to $1.5 million for a housing element if a plan reviewer at the Department of Housing and Community Development (HCD)has found that the element does not substantially comply with State law.
