SUBJECT: CONSTRUCTION OF PHASE II OF THE RAILROAD RECREATIONAL
TRAIL(RRT)—SPECIFICATION NO. 99614
CAO RECOMMENDATION:
1. Approve plans and specifications for construction of Phase II of the RRT:
2. Authorize staff to advertise for bids.
3. Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's
estimate of$310,000.
DISCUSSION
The City's 1997-99 Financial Plan called for the extension of the Railroad Recreational Trail
(RRT) along the east side of the Union Pacific Railroad (UPRR) from Bushnell Street to the
Jennifer Street bridge. Acquisition of land for this project was completed in 1998 and Boyle
Engineering was hired to prepare plan specifications and provide an engineer's cost estimate.
In 2000, Boyle Engineering completed its design work. However, the project did not proceed
because UPRR's railroad signal wires conflicted with the required alignment of the bike path. In
February 2001, after extensive negotiations between City staff and UPRR officials, the City
Council approved an agreement with UPRR to pay for the relocation and undergrounding of the
signal wires ($74,300). Union Pacific is scheduled to do this work in May and June. Therefore, it
is timely that bids for this project be advertised so that construction might begin in late summer or
early fall.
CONCURRENCES
The Community Development Department has granted this project a Negative Declaration. This
environmental determination includes mitigation measures that have been incorporated into the
project's design and implementation. The Architectural Review Commission (ARC)has approved
the design of the project.

Remaining Project Funds Available(RSHA grant) $ 341,043
It will require $341,000 to construct this project (including contingencies) and $74,030 to pay
Union Pacific Railroad to relocate and underground their signal wires. Therefore, the total
outstanding project cost(including contingencies) is$415,030. This amount exceeds the remaining
amount of RSHA funding available by about $74,000. To eliminate this deficit, staff intends to use
$40,000 of remaining State Highway Account (SHA) funds available from the `minor bicycle
projects" account, and $34,000 from the FY 2001-02 apportionment of SHA funds provided by
SLOCOG(which totals$60,000).
