SUBJECT: RESTRICTING CURB PARKING ON BROAD STREET
CAO RECOMMENDATION:
By resolution, approve the restriction of curb parking along both sides of Broad Street from
Capitolio Way to Airport Road
DISCUSSION
The ability to place or restrict parking along Broad Street, where it is also designated as State
Highway 227, is controlled by Caltrans. However, Caltrans defers to the City of jurisdiction, the
striping of various highway projects within those cities. These modifications and in general,
parking or stopping restrictions, must be adopted by the City by resolution prior to Caltrans
implementing the striping control on the State facility. Staff has been informed that Caltrans —
District 5 —is implementing a roadway overlay and striping project in late summer of 2001 for the
section of Highway 227 from Tank Farm Road to Airport Road. They have asked us for input on
how the City of San Luis Obispo would prefer on-street parking issues be resolved for this stretch
of road. This report reviews and recommends parking restrictions for that section of roadway and
also, addresses segments of Broad Street from Capitolio Way to Tank Farm Road, where current
restrictions apply but enacting City resolutions could not be found.
Roadway Segments
From Tank Farm Road to Airport Road. A quick review of the City's Circulation Element shows
that this policy document calls for `no parking" along Broad Street along this segment of roadway.
The Circulation Element specifies that this road be designated as a Highway/Regional Route and
fiuther specifies that the roadway allow for between 2-6 lanes of travel. The existing right-of-way
is 100' yielding a curb-to-curb distance of 80 feet. All current traffic models point to the need to
provide four lanes of travel way, a.center left turn lane and two bike lanes (required by the City's
Bicycle Transportation Plan) which will take up the entire 80 feet of existing right-of-way.
Therefore for this section of Broad Street staff is recommending that all on-street parking be
restricted as part of the Caltrans project and that the segment be restriped for four travel lanes,
where possible.

From Capitolio Way to Tank Farm Road. Staff, as part of researching this issue, has found that the
City has never taken a formal position on on-street parking from Capitolio Way to Tank Farm
Road. This segment of Broad Street currently has physical parking removedtherefore there will be
no change to the physical environment of the street. The attached Resolution therefore includes
sufficient language to cover this section of Broad Street that is currently not legislated.
From Orcutt Road to Capitolio Way., This section of Broad Street had parking restricted on both
sides of the street by resolution in 1974.
CONCURRENCES
Because CalTrans is looking for this information as soon as possible, staff prepared this item prior
to notification of affected properties. However, all properties fronting Broad Street will be notified,
in writing, of the City's proposed action prior to the Council meeting.
FISCAL IMPACTS
There is no fiscal impact to the City for this work. Signage and striping modifications for the
section of Broad Street between Tank Farm Road and Airport Road will be included as part of the
Caltrans overlay project to be constructed later this year.
ALTERNATIVES
The City could:
Provide Curb Parking on the segment of Tank Farm Road to Airport Road: Council could
choose to maintain the current parking areas along Broad Street in this area. Staff does not support
this alternative because the Caltrans overlay project allows the opportunity to make many of the
ultimate improvements necessary to this section of roadway. These changes can be made at one
time with no financial impact to the City. The impact to employees that are currently parking along
this segment will be mitigated because the businesses that they work for have been developed with
sufficient off=street parking - where they should be currently parking. If Council chooses this
option,the City will need to sponsor a future project to remove this parking and make the necessary
modifications to striping and signage along the roadway.

A RESOLUTION OF THE COUNCIL OF THE CITY
OF SAN LUIS OBISPO RESTRICTING PARKING ON
BROAD STREET FROM CAPITOLIO WAY TO AIRPORT ROAD
BE IT RESOLVED by the Council of the City of San Luis Obispo as follows:
1. Parking is hereby prohibited on both sides of Broad Street between Capitolio Way
and Airport Road. Said parking prohibitions to become effective upon completion of the
widening and overlay project now being designed by the Department of Transportation
