San Luis Obispo resident, summarized his memo to the Council (on file in the Office of the City Clerk) regarding MTBE in Santa Margarita Lake. S ACTION: Staff requested to draft a letter for the Mayor's signature to the County Water Advisory Committee, with a copy to the County Board of Supervisors, supporting efforts to rid the County of MTBE. BUSINESS ITEMS 1. ANNUAL WATER RESOURCES STATUS REPORT 2001. (MOSS/HENDERSON — 1 HOUR) RECOMMENDATION: 1) Receive and file report. 2) Confirm current Nacimiento Project requested allocation of 3,380 acre-feet per year.. ACTION: 1) Report received and riled, as amended(add rainfall component to Figure 2 and specify percentage of water shares from Whale Rock). 2) Allocation confirmed. (4:1, Mulholland). 2. WATER MANAGEMENT ELEMENT POLICIES. (MOSS/HENDERSON —2 HOURS) RECOMMENDATION: 1) Provide direction to staff relative to potential modifications to policies contained in the Water Management Element of the General Plan. 2) If modifications are desired, direct staff to initiate the process necessary to modify the policies in the Water Management Element. ACTION: Direction provided to staff as follows: 1) Make no changein the reliability reserve policy, 2) Modify policy relating to new development by establishing a "sunset"date of January 2002 for the existing retrorit/water offset program and return with options for alternative programs prior to that time;3) Retain the current water allocation practice; 4) Refer to the Planning Commission the water reserve "50/50 split"policy for intensification and infill development; 5) Refer to the Planning Commission staffs recommendation to modify'the policy regarding reclaimed water. 3. INTRODUCTION OF AN ORDINANCE ADOPTING AMENDMENTS TO THE WATER CONSERVATION SECTION OF THE MUNICIPAL CODE. (MOSS/GILMORE— 15 MINUTES) RECOMMENDATION: Introduce an ordinance amending Municipal Code Section 13.07.070 to allow the use of potable water for minor construction related activities and to clarify when landscape restrictions can be imposed. 2 Council Agenda Th,_._;day, July 1.2, 2001 Action Update ACTION: Ordinance No. 1395 introduced(5:0).
