C s CITY OF SAN LUIS OBISPO FROM: aul Le Sage, Parks&Recreation Director Prepared By: inda Fitzgerald, Recreation Manager SUBJECT: AUTHORIZATION TO APPLY FOR GRANT FUNDS—PARK PLAYGROUND ACCESSIBILITY AND RECYCLING GRANT PROGRAM CAO RECOMMENDATION 1) Authorize staff to apply for a grant through the California Integrated Waste Management Board for funding under the Park Playground Accessibility and Recycling Grant Program for replacement of playground equipment and improve accessibility at Laguna Hills Park. 2) Adopt a resolution supporting the grant submittal to the California Integrated Waste Management Board for Laguna Hills Park Playground Replacement. DISCUSSION Voters of California approved the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000 (Villaraigosa-Kelley Act), otherwise known as Proposition 12. The California Integrated Waste Management Board (IWMB)is the administrator of grant funds for public park playground upgrades using recycled-content materials to assist in meeting state and federal accessibility standards related to public playgrounds. Laguna Hills Park playground is scheduled for replacement in 2002-03. Components of the project include installation of poured-in place rubberized surfacing and improving access to the playground for the mobility-impaired. Key to the grant request is the use of recycled-content materials, which can be accomplished through playground equipment, benches, or poured-in-place surfacing. Costs for the surfacing are estimated at $70,000 and two play structures at $35,000. Staff would like to pursue grant funds for Laguna Hills Park to assist with the costs for providing accessible surfacing and modify park pathways to improve access. The maximum amount that can be requested is $50,000 with requirements that there be a 50% match and that 50% of the grant funds be used towards the purchase of recycled-content materials. FISCAL IMPACT Council has approved$155,800 toward the Laguna Hills Park playground replacement project for 2002-03, therefore can match 50%of the maximum amount of the grant if awarded at $50,000. A successful application will offset close to one-third of the costs already approved for the project. ATTACHMENTS Resolution CS- � RESOLUTION NO. (2001 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO SUPPORTING THE APPLICATION FOR GRANT FUNDS THROUGH THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000. WHEREAS, The voters of California passed the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 (Villaraigosa-Keeley Act). This act authorized the California Integrated Waste Management Board to establish a grant program to: 1. Assist local agencies in meeting the state and federal accessibility standards relating to public playgrounds; and 2. Conserve resources and develop markets for recycled-content materials and equipment; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing program applications; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the City to certify by resolution approval of the application before submission of said application to the State; and WHEREAS, if awarded a grant, the City will enter into an agreement with the State of California for development of the project; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo authorizes the submittal of an application to the California Integrated Waste Management Board for a 2001-02 Park Playground Accessibility and Recycling Grant Program. The City Administrative Officer or his designee is hereby authorized and empowered to execute for the City all necessary applications, contracts, agreements, amendments and payment requests hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
