CAO RECOMMENDATIONS:
Approve a sole source cooperative procurement via purchase order to GCS Western Power&
Equipment in the amount of$123,305.73 for one regenerative air street sweeper
DISCUSSION
This procurement is to replace street sweeper#8924,which is 12 years old. It has served seven
years in front-line service and five years in backup service and has become extremely unreliable
and expensive to maintain. Total maintenance cost to date has exceeded$64,000. The Fleet
Management Policy recommends that street sweepers be replaced after five years in front-line
service and five years in backup service.
In accordance with the Fleet Management Policy, Public Works is recommending a cooperative
procurement through a specification and competitive bid by the City of Pittsburg, California..
The Public Works street and fleet maintenance supervisors have reviewed Pittsburg's
specification and determined that the specified equipment is appropriate for the City's intended
use. The successful bidder on Pittsburg's procurement was GCS Western Power&Equipment of
Buena Park, California. The chief advantage of this type of procurement is that the Pavement
Maintenance Program can very quickly acquire at a competitive price the equipment it needs to
maintain full productivity.
FISCAL IMPACT
Equipment Replacement Cost $123,305.73
Amount Budgeted $125,000.00
This amount was budgeted in the 2001-03 Financial Plan. See pages E-7 and E-32.
