SUBJECT: UNANTICIPATED STORM DRAIN REPLACEMENT ON SEWER,
WATER,AND STREET IMPROVEMENT PROJECT: SANTA ROSA-
MONTEREY-CALIFORNIA SPECIFICATION NO. 90151
CAO RECOMMENDATION
Approve a budget amendment request transferring $25,000 from the CIP Reserve account in the
capital outlay fund to the project account for street improvements at Santa Rosa /Monterey
/California for the replacement of damaged stormdrain pipe.
DISCUSSION
Granite Construction is currently working on Monterey and California Streets replacing sewer
and water lines. While trenching in the intersection of Monterey and California, Granite exposed
a corrugatedmetal stormdrain pipe. Inspection showed that the bottom portion of this pipe is
rusted through. Because the bottom of the pipe is missing, there is a risk of voids developing
around the pipe, eventually weakening the road surface. There is also a possibility the pipe
would collapse causing some localized flooding.
Because the pavement in this area is scheduled for reconstruction/resurfacing after the water and
sewer line work is completed, it would be in the City's interest to replace this storm drain pipe
now, rather than come back later and tear up the new pavement. Public Works is recommending
a change order be prepared for this work to allow the current contractor to complete the work in
coordination with the other work underway in the area.
FISCAL IMPACT
Granite has submitted a quotation to replace this failed pipe with a City standard high-density
polyethylene (HDPE) pipe for $25,000. Staff has compared this price to bid prices for similar
work on the project and found it to be a reasonable cost. Because the bulk of street improvement
work has not yet started, Public Works is recommending that the current level of contingencies
be maintained at around $45,000. Public Works is requesting that the whole $25,000 required
for the stormdrain replacement be transferred from the CIP Reserve account to the project
account. The current balance in the CIP Reserve account is $425,000. Approving this request
will reduce the available amount in the CIP reserve to $400,000.
Project Budget for Street Improvements $475,000.00
Less Amount Spent to Date -9,367.16
Less Amount Currently Encumbered -419,844.30
Unencumbered Amount Remaining(Contingencies) $45,788.54
Any funds remaining in the project account, not including Utility Department funding, will be
returned to the CIP Reserve account.

ALTERNATIVES
The City may appropriate $25,000 from the City's unappropriated General Fund in order to
maintain the integrity of the CIP Reserve Fund. Staff does not recommend this alternative
because the CIP fund has been set up to accommodate unforeseen occurrences such as this issue.
The replacement of the pipe can be delayed to a future date. Staff does not recommend this
alternative because the condition of the pipe may damage the street infrastructure before it can be
replaced and future costs associated with the work will be higher than the proposed cost of doing
the work now.
