SUBJECT: AUTHORIZATION TO APPLY FOR GRANT FUNDS —
RECREATIONAL TRAILS PROGRAM
CAO RECOMMENDATION
Adopt a resolution supporting a grant submittal in an amount up to $160,000 to the State
of California, Department of Parks and Recreation, Recreational Trails Program for trail
restoration and upgrade in Islay Hill, Bishop Peak, Reservoir Canyon, Cerro San Luis,
and Irish Hills open spaces,and Laguna Lake Park.
DISCUSSION
Approval by California voters of Proposition 12, the:"Safe Neighborhood, Parks, Clean Water,
Clean Air and Costal Protection Bond Act 2000, provided funds for local assistance.grants to be
administered by the California Department of Parks and Recreation (DPR). The Recreational
Trails Program, (RTP), provides funds for recreational trails and trails-related projects as a part
of the multi-faceted Proposition 12, making funding available to cities, counties, districts, state
agencies and nonprofit organizations with management over public lands. The RTP is a
matching program that provides up to 80%of the project costs.
With the adoption of the 2001-03 Financial Plan, $40,000 distributed over two years, ($20,000 in
FY 2001-02 and $20,000 in FY 2002-03) was approved for construction and rehabilitation
projects on City-managed open space. The funding was approved to enhance the natural
environment, maintain the areas and provide for public access in City owned open space areas.
These adopted funds will serve as the required match for the RTP. Grant funds in an amount up
to $160,000 will be requested.
While $40,000 was approved for construction and rehabilitation projects in City open space
areas, there are more than enough needs to justify a potential expenditure of $200,000. This
could include: Reservoir Canyon to the City trail, rehabilitation and restoration on Bishop Peak,
Irish Hills trail system, improvements to existing trails in Cerro San Luis, and an accessible trail
in Laguna Lake Park for persons with disabilities.

CONCURRENCES
Staff was made aware of this grant as a result of attending a meeting with representatives of the
State of California, Department of Parks and recreation, grants section on September 5. With an
application Deadline of October 1, it was not possible to formally place this item on an upcoming
agenda for review by the Parks and Recreation Commission. However, staff was able to brief the
Commission on this issue at their regular meeting, which was the evening of September 5. Each
member in attendance commented favorably in support of this grant application.
Community Development staff has reviewed the areas to be addressed in this grant for
compliance under the California Environmental Quality Act of 1970 (CEQA). Findings indicate
that the projects are categorically exempt under class 1, section 15301 and class 2, section 15302.
The Natural Resources Manager and Community Development staff have assisted in the
preparation of this report and concur with the recommendation.
FISCAL IMPACT
Council approved $40,000 as a part of the FY 2001-03 Financial Plan for renovation and
construction of trails in City open space, therefore can match 20% of the maximum amount of
the grant if awarded, as specified in the procedural guide for the RTP. A successful application
will provide 80% of the project costs. Staff will provide ongoing management of the grant as a
part of their regular duties.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE RECREATIONAL
TRAILS THROUGH THE STATE OF CALIFORNIA DEPARTMENT OF
PARKS AND RECREATION
WHEREAS, the Transportation Equity Act For The 21" Century provides funds to the
State of California for grants to state, local and non-profit organizations to acquire, develop
and/or maintain motorized and non-motorized trail purposes; and
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility for the administration of the program within the State, setting up necessary
procedures governing project application under the program; and
WHEREAS, said procedures established by the State Department of Parks and Recreation
require the applicant to certify by resolution the approval of application before submission of
said application to the State; and
WHEREAS, the City intends to restore and upgrade trails in the open space areas of Islay
Hill,Bishop Peak, Reservoir Canyon, Cerro San Luis, Irish Hills, and Laguna Lake; and
WHEREAS, the applicant will enter into an agreement with the State of California to
complete the projects;
NOW, THEREFORE, BE IT RESOLVED that the City of San Luis Obispo City Council
hereby:
1. Finds that the project is categorically exempt from the California Environmental
Quality Act,pursuant to sections 15301 and 15302; and
2. Approves the filing of an application for the Recreational Trails Program, (RTP);
and
3. Certifies that said applicant has or will have available prior to commencement of
any work on the project included in this application, sufficient funds to operate
and maintain the projects; and
4. Appoints the City Administrative Officer as agent of the City of San Luis Obispo
to conduct all negotiations, execute and submit all documents, including, but not
limited to applications agreements, amendments, payment requests and so on,
which may be necessary for the completion of the aforementioned projects.
