Gardiner, Chief of Poticevk Prepared by: Kathe Bishop,Management Assistant SUBJECT: RENEW PARTICIPATION IN JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM CAO RECOMMENDATION 1. Renew participation in the Juvenile Accountability Incentive Block Grant (JAIBG) program by accepting the JAIBG grant award in the amount of$10,360. 2. Approve an appropriation of$1,151 from the Police Department budget for City matching funds, as a grant requirement. 3. Authorize the Chief of Police to execute all grant related documents. DISCUSSION In February 1999 and March 2000, the City Council approved participation and matching funds in a Juvenile Accountability Block Grant (JAIBG) program, in conjunction with County Probation, County Courts, the District Attorney's Office, and the Paso Robles Police Department. This year the Police Department applied separately for a block grant that will fund juvenile diversion services within the city. The grant funds available to the City of San Luis Obispo this year total $10,360. The grant funds are for the purpose of operating a Juvenile Diversion Program. These funds help to pay for a part-time program coordinator through Family Care Network and diversion services including mediation, counseling, esteem building, and family skills training. The base annual cost to operate the City's Juvenile Diversion Program is approximately $21,000. The Police Department currently has $10,000 budgeted for this program. The JAIBG grant award will fund the remaining program costs. In order for the City to continue to benefit from this program, we are required to provide $1,151 in matching funds. To date, the Juvenile Diversion Program has exceeded all expectations. We have processed over 192 clients. This is nearly five times our original estimate. FISCAL IMPACT Matching City funds in the amount of$1,151 are available in the Police Department budget. ALTERNATIVES Decline to renew participation in the Juvenile Accountability Incentive Block Grant program and do not accept the grant award. Staff does not recommend this alternative, as it would negatively impact the Juvenile Diversion Program and significantly reduce the juvenile services provided by the San Luis Obispo Police Department.
