SUBJECT: PARTICIPATION IN THE LEAGUE OF CALIFORNIA CITIES
PROGRAM TO REDUCE ENERGY CONSUMPTION BY 15%.
CAO RECOMMENDATION
Authorize the Utilities Director to submit on behalf of the City the 15% energy reduction pledge
to the League of California Cities.
DISCUSSION
On July 5, 2001, the City received a request from the California League of Cities, the California
State Association of Counties, the California Special Districts Association and Governor Gray
Davis to pledge to implement programs in local government buildings and facilities, the goal of
which is to achieve up to'a 15% reduction in electricity use over last year (Attachment 1). In
making this request, they recognized that because of the unique nature of the services provided
by cities, counties and special districts, such as public safety operations, water and wastewater
systems and recreational opportunities for their citizens, it may not be possible for all
jurisdictions to reach the 15%goal.
At the July 17, 2001 City council meeting, the Council discussed the City's role regarding energy
conservation and efficiency. Both the Council and staff agreed during the discussion that
conservation and the efficient operation of our facilities was of the utmost importance. By
making this pledge the City would be publicly acknowledging its commitment to conservation
and efficiency measures. The consortium of organizations are asking that jurisdictions take
actions which are consistent with many of the adopted recommendations at the July 17'b
meeting, such as undertaking conservation measures in City buildings, encouraging conservation
to the community, supporting outreach by community-based organizations and tracking energy
use in our facilities.
FISCAL IMPACT
There are no direct fiscal impacts associated with the recommended action. Any projects or
programs which require expenditures beyond what is currently budgeted for in the 2001-03
Financial Plan will be brought back to the Council for further consideration and action.
