SUBJECT: REQUEST FOR PROPOSAL FOR VALUE ENGINEERING SERVICES
CAO RECOMMENDATION
1) Approve and authorize distribution of a Request for Proposal for Value Engineering Services.
2) Authorize the City Administrative Officer to award and execute contract with qualified service
provider for an amount not to exceed$40,000. 3)Approve the transfer of$40,000 from the Water
Reuse Project construction account to the design account to fund this review.
DISCUSSION
The State Water Resources Control Board requires a value engineering review be accomplished for
any project that costs more than $10 million and recommends that service for all projects. The
value-engineering consultant will provide senior engineers with specialized experience to review
the project concept and design in order to answer the question, "is there a better or more economical
way of accomplishing this." Upon completion of the value engineering review, City staff and
Brown and Caldwell staff will review the recommendations to determine the appropriate action to
be taken with each recommendation. The schedule for selecting and contracting with a consultant
is short because Brown and Caldwell, the design consultant for the Water Reuse Project, anticipates
that the design will be ready for a 50% review by the middle of December 2001.
FISCAL IMPACT
The Water Reuse Project design account has a balance of $6,000. The Water Reuse Project
construction account has a balance of$10,787,500. Funds will be transferred from the construction
account to the design account for this essential review-. Upon completion of the 50% design review,
Brown and Caldwell will submit a revised construction estimate. At that time, all of the project
costs will be reviewed and if there is a requirement for additional funds, that issue will be brought
back to Council and a revised application can be submitted to the State Water Resources Control
Board. A budget amendment request will be forwarded to Finance upon approval of this transfer.
