Approve plans and specifications for:"New Sidewalk Construction 2001-02, Specification No. 90262" 2. Authorize staff to advertise for bids 3. Authorize the City Administrative Officer to award the contract if the cost is less than the engineer's estimate of$91,300 DISCUSSION Background In many areas of the City there are short gaps between existing sidewalks. Constructing new sidewalks in these areas can enhance pedestrian access, improve safety, and beautify frontage areas. Resolution No. 8980 (1999) states that each year new sidewalk construction should generally occur as much as possible within the pavement maintenance area (PMA) scheduled for street rehabilitation in that year. (See Attachment 1 fora copy of Resolution No. 8980.) PMA #5 is scheduled for rehabilitation in 2001-02. (See Attachment 2 for a map showing the boundaries of the nine PMAs.) Change of Project Locations There are 28 locations in PMA#5 where no sidewalk is installed. (See Attachment 3 for a listing of these locations.) Four of these locations would require right-of-way dedication or acquisition before constructing new sidewalks. Six locations are scheduled for future City widening projects where new sidewalks would be constructed as part of those projects. One location fronts State property. One location fronts a proposed building project site that will require new sidewalk construction as a condition of development. The remaining locations front commercial and industrial properties and have a relatively low priority for new sidewalk construction. Because improving the locations identified in PMA #5 would do little to accomplish project objectives, Public Works is recommending construction instead at ten locations in PMA #3 and twelve locations in PMA #4. (See Attachment 4 for a listing of these locations.) All of these proposed locations front residential or church properties, and new sidewalk construction would improve pedestrian access and safety. Some new sidewalk construction in these two PMAs was C3-1 U Council Agenda Report—New Sidewalk Construction 2001-02 Page 2 completed in conjunction with scheduled street rehabilitation in 1999-00 and 2000-01, but the budget was exhausted before work could be done at the 22 locations proposed in this report. Resolution No. 8980 allows such reprioritization outside the PMA currently scheduled for street rehabilitation. Coordination with Potential Sewer Lateral Replacement During periods of heavy rainfall, leaky sewer laterals allow excessive storm water to enter the sewer system and cause sewage treatment problems. To correct this problem Utilities Department has an ongoing project to assist property owners with replacement of deficient laterals on their property. Public Works would like to avoid having a property owner tear up new sidewalk to replace a deficient sewer lateral. For this reason, Public Works will coordinate with Utilities to inspect the sewer laterals of properties scheduled for new sidewalk construction. If any laterals are deficient, property owners will be notified about the assistance available and encouraged to replace laterals before sidewalk construction proceeds. CONCURRENCES Community Development Department has determined that this project is categorically exempt from environmental review. FISCAL IMPACT Engineer's Estimate $91,300 Contingencies at 7 Percent 6,400 Total $97,700 Budget Available $100,000 The project budget was approved in the 2001-02 Financial Plan. See pages E-9 and E-33 of the Financial Plan and pages 242-243 of Appendix B to the Financial Plan.. ATTACHMENTS Attachment 1 —Resolution No. 8980 Attachment 2—Pavement Maintenance Area Map Attachment 3—Locations without Sidewalks in Pavement.Maintenance Area#5 Attachment 4—Locations without Sidewalks in Pavement Maintenance Areas#3 and#4 Plans and Specifications are available in the Council Reading File L\Council Agenda Reports\90262—New Sidewalk Construction c3 z ATTACHMENT�I RESOLUTION NO. 8980 (1999 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ADOPTING CRITERIA AND SITE SELECTION PRIORITIES FOR NEW SIDEWALK CONSTRUCTION PROJECTS WHEREAS,the City desires that its citizens have available, safe, convenient and suitably located sidewalks; and WHEREAS,many areas of the City do not have such sidewalks; and WHEREAS,the City desires such areas to be improved considering needs,hazards and the wishes of the neighborhoods;and WHEREAS, in 1998 the Council adopted a Pavement Management Plan that.created eight major street maintenance areas and one specifically for the Downtown; and WHEREAS, said Plan directs that significant infrastructure improvements are to be made within each maintenance area in a consistent and logical manner; and WHEREAS,the Council is desirous of coordinating the New Sidewalk Construction Projects with the Pavement Management Plan to the greatest degree possible. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo adopts the following: SECTION 1. General Coordination and Prioritization a. The construction of new sidewalks should occur; to the maximum extent possible, in coordination with the management areas defined by the Pavement Management Plan and should be prioritized as follows: 1) Locations where safety can be improved, particularly safety of. children. 2) Locations with a demonstrated pedestrian need. 3) Locations responding to a petition of neighbors representing 50% of the owners within a block. b. The installation of new sidewalks should include flexibility in design when considering topography and existing trees. SECTION 2. Special Prioritization The Council at its discretion may consider construction of new sidewalks outside of the area priorities established by the Pavement Management Plan. In such instances priority should be given to: a. Locations where safety can be improved, particularly safety of children. b. Locations with a demonstrated pedestrian need. Locations on local streets that are near schools,parks, churches, and neighborhood commercial centers. e. Completion of sidewalk continuity in residential and commercial neighborhoods. SECTION 3. The Council, when deciding upon locations for new sidewalk construction, may consider the scenic nature of an area,the desires of a neighborhood, traffic flow,needs for sidewalks in any of the other maintenance areas and other judgment items as it sees fit. SECTION 4. This resolution rescinds and replaces Resolution No. 6031 (1986 Series).
