CAO RECOMMENDATION
1. Approve Specifications for 2000 CDBG Curb Ramp Installations " Specification 99868-D"
2. Authorize staff to advertise for bids.
3. Authorize award by CAO to the lowest responsible bidder if bid is within Engineer's
Estimate.
DISCUSSION
This project is part of an ongoing program to construct sidewalk ramps. These projects are paid
with Community Development Block Grant funds (CDBG), as they meet one of the basic criteria
of CDBG funding — to provide access to the disabled and as such are eligible for funding in all
areas of the City. The ramps provide improved accessibility for people in the community and
help implement the Americans with Disabilities Act. In accordance with the City's pavement
management plan, sidewalk, drainage and ramp construction has been designed for Area 5 that
will receive paving and slurry sealing programs next year. Twenty-one ramps will be constructed
in Area 5 and one ramp is being constructed downtown to provide access to the City's parking lot
at the corner of Palm and Nipomo. Attachment 1 provides a site plan of the areas of work.
The current Americans with Disabilities Act (ADA) requirements specify that,new and altered
public sidewalk and street crossings direct pedestrians into the crosswalk or in front of the stop
bar, preferably with double or combination ramps (See attachment 2, figure A). Previous ramp
designs directed the pedestrian toward the middle of the intersection (See attachment 2, Figure
B). In order to meet ADA requirements it is necessary to do more extensive work than
previously done in the past. A larger removal area of existing curb, gutter and sidewalk and
larger quantities of concrete are required to build the new curb, gutter, ramp and sidewalk. The
result is the project being almost double the cost of 1999's ramp project (99868-C). Essentially
two ramps are being built at each corner rather than one. These changes also require retro fitting
four existing drainage inlets, which also results in an additional cost to the project.
CONCURRENCES
Environmental clearances have been obtained from the Community Development Department
and County Environmental Coordinator who oversees the CDBG program.

FISCAL IMPACT
This project is included in the 2001-2003 Financial Plan, Appendix B, page 244, $57,973.
Additional CDBG funds have been carried over from previous years in the amount of$172,457
fora total of$230,430 available for this project.
Engineer's Estimate: $200,000. Total Budget: $230,430
Contingencies: $20,000.
Total $2209000. Total Available: $2309430
