SUBJECT: POLYBUTYLENE SERVICE REPLACEMENTS LAGUNA LAKE
AREA, SPECIFICATION NO.90063B
CAO RECOMMENDATION
1. Approve plans and specifications for "Polybutylene Service Replacements Laguna Lake Area,
Specification No. 90063B."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Project Budget.
3. Appropriate $5,000 from unreserved Water Fund working capital.
DISCUSSION
Polybutylene plastic water pipe came into use in the 1970's. The City and many other agencies
allowed its use for water services. By the mid 1980's service failures began occurring. The pipe
had apparently become brittle and was failing as a result. The material is no longer allowed for
use by the City; however, an estimated 4,000 water services are believed to have been installed
using this material.
The water distribution maintenance staff can no longer keep up with the number of service
failures, numbering as high as 200 a year. An annual replacement program has been established
and will last approximately 9 more years. Each year one area of the City will be researched to
determine which services are polybutylene and the replacements will take place. The areas are
selected in coordination with the City's Pavement Management Program. The replacements will
occur a year or less in advance of the paving for that area..
This project replaces 377 polybutylene services. The vast majority are located in Pavement Area
6 with a few in Pavement Areas 2 and 5. Area 5 is scheduled for paving in summer of 2002 and
area 6 is scheduled for summer of 2003.. Vicinity maps of all locations are attached as
Attachment No. 1.
CONCURRENCES
Community Development Department has given this project a categorical exemption.
FISCAL IMPACT
The engineer's estimate for this project is $550,000, including a 10% contingency. The 1959-01 &
2001-03 Capital Improvement Plans, identify $250,000 per year to be dedicated to the replacement
of polybutylene water lines in the City. This project is a combined 2000-01 and 2001-02 project.
The Laguna Lake area to be addressed with this year's project has a large number of polybutylene
water service lines. Staff recommends that additional funding from the water fund working capital

be approved to cover the proposed project. The 2001-02 projected working capital balance is about
$5.2 million, so adequate funding is available to support this recommendation.
