The weekly president's report has outlined the activities as they have occurred and are only summarized here. During November we continued to meet with various collaborative partners, exploring ways we can mutually benefit each other. The local economic activity was mixed, with surprising strength in some sectors. Travel related business continues to feel the 9/11 impact The annual SLO County Economic Forecast by the UCSB Economic Forecast Group painted a relatively stable situation for the region in the year ahead. The high tech down tum has had a local impact,.and we are talking to employees who have been released about the possibility of starting local businesses. A summary of October business contacts is attached. The EVC Transition Team has continued their work, and will report on their conclusions at this board meeting. TANF Grant The SLO County Board of Supervisors approved the$100,000 Temporary Assistance for Needy Families Grant to the EVC. The major grant objectives are outlined on the sheet attached to this report. Business Start-Ups This month we have talked to several people seeking to start up businesses in the region. One group has already established an office in the region. The other group is looking at their options, having been "down-sized"from a high tech company. Another individual has received funding to establish a local business(see below). Business Loans We have been working with several businesses that are seeking business loans. One business start up owner was able to get a loan without our guarantee,though we did the preparatory work to provide a loan guarantee. Dave Mooklar worked closely with the owner in the process. Three other potential loans are working their way through the process and appear to be likely candidates for our loan programs. We are working with the Small Business Development Center to provide training for our micro-loan recipients in an effort to enhance their business success. Camp Roberts Board member Harry Ovitt and I visited Camp Roberts and met with the base commander. We are in position to help them notify regional businesses about providing products and services to the expanding activities at the base. Regional State High.Tech Grant The Association of Monterey Bay Governments (AMBAG) has received state funding to determine how to enhance high speed Internet access in rural areas, including San Luis Obispo County. We are serving as the SLO County representative on the steering committee. Future Funding As the State of California resolves their projected budget short falls over the next two years,the county and local cities are preparing for a potentially significant financial hit. Should that happen, the EVC could well feel the impact as cities and the county scramble to balance their budgets. International Trade One area of potential growth for many of our small businesses is in the International Trade arena. This month we have been meeting with key players in the Intemational Trade business to determine how to best help regional businesses expand their International Trade activity. Economic Intelligence In our effort to become fully informed on the local economy, we have expanded our network of economic information providers to well over 50 people.. We regularly contact people in the automobile industry,the durable goods industry,the soft goods industry, the travehlodging industry,the general merchandise industry,the building industry as well as segments of regional specialty businesses. Our regular contact with this network of businesses helps us keep tabs on the "street level" economic activity in the region. This information is provided weekly in our Econ Watch portion of the president's weekly report. If you would like specific areas to be included, please let us know. CA 93406 December 3, 2001 Faxed to: 781-7109 Re: Modification of Tassajara Residential Parking Permit District Meeting Date: December 4, 2001 Item No. 4 Honorable Mayor and Members of the City Council, RQN supports the petition to expand the boundaries of the Tassajara Residential Parking 6District submitted by the residents living in the Verde/Luneta/Tassajara area. We concur with the CAO recommendation and request that you: 1. Adopt a resolution establishing a revised residential parking permit district in the South Tassajara area as shown on Attachment 1, Exhibit A with restricted parking seven (7) days a week, from either 10:00 p.m. to 6:00 a.m., or twenty-four (24) hours per day, depending on the location. 2. by motion, appropriate $2,000.00 from the unappropriated parking fund balance for sign and pole installation and purchase of materials to implement the proposed parking district.
