Paul LeSage, Parks and Recreation Director, will continue to serve as the City's alternate. DISCUSSION On October 26, 1999, the San Luis Obispo Youth Sports Association (YSA) requested.that the City participate with the YSA Board of Directors. As outlined in the letter, participation is "ex- officio" (non-voting), and is primarily intended to enhance information and communication among youth sports organizations and governmental agencies that play a role in the delivery of athletic activities at venues within the community. At the November 16, 1999, meeting, the Council appointed Ken Hampian, then Assistant CAO, to fill this role, with Paul LeSage, Parks and Recreation Department Director, as the City's alternate. Due to his promotion, the CAO recommends the .appointment of the new Assistant City Administrative Officer, Wendy George, to replace him as the "ex-officio" member of the YSA. The appointment of staff level ex-officio members is consistent with the approach taken by the other governmental agencies participating with the YSA Board.
