SUBJECT: APPOINTMENT OF STAFF REPRESENTATIVE FOR THE SAN LUIS
OBISPO YOUTH SPORTS ASSOCIATION
CAO RECOMMENDATION
Appoint Wendy George, Assistant City Administrative Officer, to serve as an ex-officio (non-
voting) member of the San Luis Obispo Youth Sports Association replacing Ken Hampian, City
Administrative Officer. Paul LeSage, Parks and Recreation Director, will continue to serve as
the City's alternate.
DISCUSSION
On October 26, 1999, the San Luis Obispo Youth Sports Association (YSA) requested.that the
City participate with the YSA Board of Directors. As outlined in the letter, participation is "ex-
officio" (non-voting), and is primarily intended to enhance information and communication
among youth sports organizations and governmental agencies that play a role in the delivery of
athletic activities at venues within the community. At the November 16, 1999, meeting, the
Council appointed Ken Hampian, then Assistant CAO, to fill this role, with Paul LeSage, Parks
and Recreation Department Director, as the City's alternate.
Due to his promotion, the CAO recommends the .appointment of the new Assistant City
Administrative Officer, Wendy George, to replace him as the "ex-officio" member of the YSA.
The appointment of staff level ex-officio members is consistent with the approach taken by the
other governmental agencies participating with the YSA Board.

The San Luis Obispo Youth Sports Association(YSA) is a recently
Board of established 501 c 3 not-for-profit organization formed to improve the
Directors experience of participation in organized athletics for our area's Children,
ages 5 to 18.

Cindy Hall • promote participation by young people in organized.sports in

Doug Hendry • teach(advance)the concept of sportsmanship in the context of

Maggie Cox • foster community awareness of youth sports activities and the role they

Bill Thoma • encourage cooperation among youth sports agencies
• create a scholarship fund so all youth can participate
staff advocate for betterment of youth sports in San Luis Obispo

Executive Director The YSA will be governed by a seven-member board of directors,elected
Rich Kriet by representatives from local youth sports organizations(affiliates). The
Convnunications organization's by-laws,however, also reflect the fact that the involvement
of four local institutions will be critical to the success the YSA will
experience as it attempts to fulfill its mission. These institutions are:

The bylaws call for an invitation to be extended to the City of San Luis
Obispo,and these other institutions,to each appoint at least one,but as
many as two, ex officio (non-voting) members to serve with the YSA
board. The appointment will be for one year,with open-ended renewal
We hope that these members will fulfill the following role(s):
1. Serve as a liaison to the institution and its key officials;sharing
relevant information.
2. Direct the YSA board in its interactions with the institution;facilitate
contacts with the institution's divisions and departments.

3. Bring to the attention ofthe YSA.any relevant programsandresources
of the institution which may benefit local youth in their organized
athletic endeavors.
Board meetings are likely to take place on a monthly basis for the
foreseeable.future.
In the spirit ofpartnership and cooperation, we believe thatthe-YSA and
its affiliate organizations share with the City of'San.Luis-Obispo the
common-interest of supporting.the-youth ofour community. We-believe
that it's essential.that we all work together to create better opportunities to
enhance the mind,body and spirit ofaff our young people.
