Approve acquisition by purchase order in the amount of$126,719.33 to Folsom Lake Ford for replacement of six general-purpose sedans and one special-purpose medium truck 2. Approve acquisition by purchase order in the amount of$124,590.78 to Lasher Auto Center for replacement of one general-purpose passenger van, one general-purpose utility vehicle, two general-purpose pickup trucks,and three special-purpose light trucks 3. Approve acquisition by purchase order in the amount of $37,381.21 to Maita Chevrolet for replacement of two general-purpose pickup trucks DISCUSSION All the proposed replacements were approved in the 2001-03 Financial Plan, except for the general- purpose utility vehicle,which was approved in the 1999-01 Financial Plan. The proposed replacements are available to the City through State of California cooperative purchasing contracts. The State has competitively procured such vehicles and made the contract prices available to local government agencies. Because of the high volumes purchased,these prices are usually much lower than what a local agency could realize using its own competitive procurement procedures. The opportunity to compete for these state contracts is available to any qualified dealer in California. Although included in the budget, replacement of the general-purpose passenger van in the City Hall Vehicle Pool is being postponed pending further analysis of the continued need for such a vehicle in the pool. The existing van has accumulated an average of 8,400 miles per year(about 400 miles per year more than expected for vehicles in this class), but much of this mileage has resulted from either out-of-town trips or use by Information Systems for transporting computer equipment. The planned analysis will answer two questions: 1. Would renting vehicles for out-of-town trips obviate the need for this vehicle in the City Hall Vehicle Pool? 2. Does it make sense to assign an appropriate vehicle exclusively to Information Systems for transporting computer equipment? The replacement costs shown do not include the costs for changing over radios or installing special equipment. In some cases, these additional costs will be substantial. For instance, the 1-1/2 ton cab-and-chassis for the Pavement Maintenance Program will require installation of equipment such as a flatbed, a crane,toolboxes, and emergency lights. Funding for these projects is also included in the budget.
