DISCUSSION Background The Children's Creative Project — I Madonnari Italian Street Painting Festival has been in existence for ten years and has grown into an exciting and unique cultural event for our community. More than 400 artists of all ages annually create 150 colorful, large-scale street paintings using chalk on pavement in and surrounding Mission Plaza. Scheduled in April, the two-day event serves as a significant off-season tourist attraction, with the number of local and out-of-town visitors reaching 8,000-10,000. Revenues generated from this event benefit arts education programs in SLO County schools. Last year the event raised $13,884, which in turn provided a multicultural arts program to 21,000 children in 39 county schools. For many years, City Council supported The Children's. Creative Project - I Madonnari Italian Street Painting Festival through the PCC's GIA program. Last year, the festival was awarded $4900 to promote the eleventh-year anniversary of I Madonnari, specifically covering expenses for chalk, mailing and postage, the festival poster and an honorarium for a featured painter. In August, when new contracts were distributed to grant recipients, Children's Creative Project informed staff that the festival was losing their long-time director and therefore, was uncertain of the event's future. Staff directed The Children's Creative Project to retain the unsigned contract until a final resolution was reached by their organization. In late fall, The Children's Creative Project decided not to continue managing the event. San Luis Obispo County Arts Council Takes the Lead I Madonnari's widespread popularity and positive impact on the arts in schools program prompted the San Luis Obispo County Arts Council (SLOCAC) to adopt the event and assume leadership for its production. As such, the event has been renamed Immaginare, but in all other C3-I 1 Council Agenda Report=Report Title Page 2 respects maintains the structure and goals of the original I.Madonnari Street Painting Festival, including the return of proceeds to the schools for art education. At the January 9, 2002 PCC meeting, SLOCAC requested that the 2001-02 GIA funding originally awarded to The Children's Creative Project for the I Madonnari Festival, be transferred to SLOCAC for publicity of the new Immaginare Festival. (See Attachment 1, Letter of Request) SLOCAC has a long history of successfully managing both GIA funds and art related special events (Open Studios Tour, Art After Dark). Upon hearing the request, the PCC unanimously recommended that the funds be transferred under the terms and conditions of the existing grant application. (See attachment 2, Minutes from the January 9, 2002 PCC meeting) FISCAL IMPACT There is no fiscal impact associated with this request. If approved, it simply transfers previously awarded funds from one non-profit organization to another. ALTERNATIVES Council could choose not to approve the transfer of funds, in which case the $4900 would remain in the Cultural Activity Grants account for distribution during the upcoming 2002-03 grant cycle. Staff does not recommend this approach. Insufficient publicity funds could greatly impact a seamless transition of the Festival from one organization to another, potentially jeopardizing its possibility for success. Also, without sufficient back-up funds, SLOCAC could chose not to adopt the event which would be a great loss to the community. ATTACHMENTS 1. Letter of Request 2. The San Luis Obispo County Arts Council has assumed the sponsorship and production of the Imadonnari Festival formerly produced by the Children's Creative Project which no longer wants to sponsor the event in San Luis Obispo. Because funds have already been set aside for publicity through the PCC grants in aid program, we are respectfully requesting an approval to transfer the grants in aid money in the amount of$4900 awarded to the Imadonnari Festival for fiscal year 2001-2002 to the Arts Council for publicity for the project. The Arts Council is a nonprofit organization whose mission is to promote, develop and o sustain the literary, visual and performing arts in San Luis Obispo County. Proceeds from the event, which will be renamed Immaginare(Italian Street Painting Festival), will fund arts education programs in our county schools. We have more than 20 years experience administering art programs including the.Open Studios event which is the largest visual arts event in the county and we look forward to a . successful Immaginare Festival this year. , . CALL TO ORDER Chairperson George Newland called the meeting to order at 5:30 p.m. with the following members present: Sandy Baer, Greg Dillman, Wilda Rosene, Diane Hunt Roberts, Bob Griffin and Debby Nicklas. Shelly Stanwyck and Betsy Dejamette served as staff. Also present were Jonni Biaggini, Maggie Cox, Dave Garth, Anja Scholtman, Alex LaChappelle, Mary Kopecky and Kate Stulberg. 2. PUBLIC COMMENT Mary Kopecky, Assistant City Clerk, passed out "save the date" cards for the Annual Advisory Body Dinner, Thursday, March 14, 2002. 3. APPROVAL OF MINUTES The minutes of the December 13,2001 meeting were approved (Rosene/Dillman, carried). 4. ENHANCED PROMOTIONAL FUND REQUEST On Tuesday, January 8, 2002, the City Council unanimously supported the PCC's recommendation for use of the Enhanced Promotional Funds. There was some discussion by members regarding why San Luis Obispo continues to be off in TOT— business travel, a sector we do not market to, is down for most properties. The Marketing Subcommittee arranged to meet and discuss the use of additional funds by BC&A for new advertising. 5. ARTS COUNCIL REQUEST RE:IMADONNARI GRANT Kate Stulberg, Executive Director, San Luis Obispo County Arts Council, updated members Ithee status of Imadonnari. This event will no longer be sponsored and coordinated by the Santara based Children's Creative Project. The San Luis Obispo County Arts Council has agreed to th the former producer of the event, Kathy Friend and create Immaginare, and Italian Streetg Festival. Funds have been set-aside for Imadonnari through the grants-in-aid program. s Council is requesting use of those funds be transferred to them so that they can fulfill the tereagreement and promote this event. All proceeds of the event will go to benefit childrtCountywide. Grants-In-Aid Betsy Dejamette, presented the materials for the 2002-03 Grants-In-Aid program The materials were similar to last year's with minor modifications reflecting refinements made by the PCC to the process. New applicants will be required to come to the introductory meeting. The Children's Creative Project served as the parent organization of I Madonnari, a forerunner to the proposed Immaginare Festival, for the past 10 years. In discussing the transition of the Festival to the Arts Council, the two organizations were unable to resolve issues related to the dispersal of proceeds. With only three months remaining to prepare for the Festival and issues still unresolved, the Arts Council decided against coordinating the program this year. Therefore, Item C-3, the Reallocation of 2001-2002 Promotional Coordinating Committee's Grant-in-Aid Funds to SLO County Arts Council for the Immaginare Festival has been removed from the agenda.
