CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD
PARKS, AND COASTAL PROTECTION BOND ACT
CAO RECOMMENDATION
ADOPT A RESOLUTION ENDORSING PROPOSITION 40,
THE CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD
PARKS, AND COASTAL PROTECTION BOND ACT,
WHICH WILL APPEAR ON THE MARCH 5, 2002
STATEWIDE BALLOT
DISCUSSION
The League of California Cities has endorsed Proposition 40: the . Clean Water, Clean Air, Safe
Neighborhood Parks, and Coastal Protection Bond Act on the March 5, 2002 primary election ballot.
Upon approval, Proposition 40 would authorize $2.6 billion in bonds to fund projects throughout the state
that protect California's water and air quality, fund the development of new parks and recreational
facilities, preserve open space and farmlands, and protect California's beaches and coastline.
Nearly one -third of Prop 40 funds are dedicated directly to local governments to fund much - needed park
and recreation projects. Additional funding is available to cities through legislative allocations and
competitive grants.
Proposition 40 is especially important to California cities like San Luis Obispo that are attempting to
provide residents with parks and open space and protect natural resources.
FISCAL IMPACT
The City of San Luis Obispo would directly benefit by the passage of Proposition 40. Please see the
attached summary of available funding.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
ENDORSING PROPOSITION 40, THE CLEAN WATER, CLEAN AIR, SAFE
NEIGHBORHOOD PARKS, AND COASTAL PROTECTION BOND ACT
WHEREAS, California's state, regional, and local parks serve as recreational, social and
cultural centers for California's communities, providing important venues for youth enrichment
and safety; community identity; protection of natural, cultural and historic sites, parkland and
open space and tourism, and
WHEREAS, in order to maintain a high quality of life for California's growing
population, a continuing investment in parks, recreation facilities, and the protection of the
state's natural, cultural and historic resources is needed, and
WHEREAS, each generation of Californians has an obligation to be good stewards of
these natural and community resources in order to pass them onto their children, and
WHEREAS, California's citizens and visitors have increased their visits to state and local
parks for healing and strength, sense of community, freedom and peace during these turbulent
times, and
WHEREAS, California is known for its incredible natural resources of open space, parks,
mountains, rivers, coastline, and forests that positively impact the state and local economy, and
WHEREAS, California is largely an urban state where it is projected the state's
population will continue to grow by 18 million by 2020; thereby placing more pressure on
existing parkland and facilities; and
WHEREAS, California's economy is dependent upon maintaining a high quality of life
that includes attractive and safe public park and recreation facilities and services, and
WHEREAS, Proposition 40, the Clean Water, Clean Air, Safe Neighborhoods Parks, and
Coastal Protection Bond Act of 2002, provides $2.6 billion for state and local park projects to
preserve California's natural heritage and allow urban areas to expand much needed recreation
facilities that serve children, youth, seniors, and families.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
that the City hereby endorses Proposition 40, the Clean Water, Clean Air, Safe Neighborhood
Parks, and Coastal Protection Bond Act of 2002, and encourages California voters to approve
this bond act on March 5, 2002.,

$190,000,000 will be available through competetive grants for urban parks and park poor communities
$300,000,000 will be available to grant out for the County and cities by the Wildlife Conservation Board
for habitat enhancement and restoration, inland wetlands conservation program and riparian
habitat conservation. Contact the WCB for full eligibility information.
$200,000,000 will be available to grant out to the County and cities by the State Coastal Conservancy
for projects relating to the Conservancy's goals.
