SUBJECT: APPOINTMENT RECOMMENDATION TO THE CONSTRUCTION
BOARD OF APPEALS
RECOMMENDATION
Appoint Steven Paige to complete Jack Kellerman's term to begin immediately and expire on
March 31, 2005.
DISCUSSION
There are two vacancies on the Construction Board of Appeals. Jack Kellerman resigned with
three years remaining on his term. The Subcommittee for the Construction Board of Appeals
interviewed four applicants on February 12, 2002 and recommended appointing Steven Paige to
complete Jack Kellerman's term. Two positions for the Construction Board of Appeals for
Disabled Access are mandated by the Building Code to be members with disabilities. One of the
two positions available for a person with a disability is currently filled. Despite the appointment
of Steven Paige, one vacancy remains for a person with a disability. Staff plans to continue
recruiting for that position until it is filled.

1. Why do you want to serve on a City advisory body?
I would enjoy the social interaction and making a contribution of
my time to the community.
2. Why do you want to be a member of the Board of Appeals and what do you hope to accomplish?
I would like to be on the Appeals Board because the work of the
Board coincides with my own education and interests. I would
hope to be able to make educated judgments about appeals issues.
3. Have you ever attended a meeting of the Board of Appeals or another City advisory body?
What observations did you make?
I have not attended an Appeals hearing.

4. What qualities, experience and expertise make you a good candidate for the Board of Appeals?
I have spent 35 years in construction specializing in alternative
energy and alternative materials. I have been my own residential
and light commercial designer and draftsperson. My lengthy
construction experience allows me to see through spurious claims
and undocumented construction proposals while allowing
innovation and new technologies.
5. In your view, what are some key building issues in SLO?
I see the key issues for San Luis Obispo building as being: Quality
of construction, code interpretation, construction economics, and
resource conservation.
6. Is there any additional information about yourself you'd like to share? (Please feel free to attach a

Objective I wish to work with public in a challenging position that takes advantage of my knowledge. I
am a self-motivated learner who can follow instructions and intuit technical skills. I have a
