Why do you want to serve on a City advisory body? I am eager to continue serving on a City advisory body for two reasons: my commitment to public service,and my interest in ensuring a livable community for my family, friends, and fellow citizens. First, I believe it is the duty of all citizens to serve their community. Service can occur in many forms ranging from formal commitments to ad hoc gestures of citizenship such as picking up litter or helping your neighbor.I desire formal service through appointment to a City advisory body due to my interests(both personal and professional) in public policy and decision-making. Second, my wife and I made a difficult but definite decision to move to San Luis Obispo several years ago from our native Florida. After a nationwide career search, I concluded that San Luis Obispo was a superbly livable community. We resolved to bring only one car(we sold the other), live close to downtown, support local business and organizations, and become active members of the community;our goal was to support the existing vision of San Luis Obispo's present and future. Thus, I desire to express my commitment to the community's vision by serving on a City advisory body. 2. Why do you want to be a member of the Planning Commission and what do you hope to accomplish? I am eager to continue serving as a member of the Planning Commission(in addition to the reasons above)for two reasons:my personal and my professional interests in city planning.First,citizens of the community are directly affected by the decisions and recommendations of the Planning Commission. As one of those citizens, I am personally interested in insuring that Planning Commission actions continue to enhance the quality of life in San Luis Obispo.For example,I often use alternative transportation to move about the city in a sustainable manner. Also, I frequent San Luis Obispo businesses and minimize my expenditures out of the city. The continued possibility of these actions is dependent upon a good General Plan,Zoning Ordinance,Subdivision Ordinance,and effective deliveryofcity services.Second,as a professional City Planner I am interested in applying my training and experience to serve the greater good. Currently I teach future professionals in planning and I feel that my commitment to a high quality education will indirectly benefit many California communities as well as this one. I desire, however,to make a direct contribution through service on the Planning Commission. The things I hope to accomplish are simple.I have no agenda, instead I hope to implement the will of the community as expressed through the General Plan, serve the City Council as an effective advisor; and inspire my fellow citizens to involve thems Ive in the management of their community. isiave you ever attended a meeting of the Planning Commission, or another City advisory body? What observations did you make? As a member of the Planning Commission since April 2001, I have obviously attended numerous meetings. At the Planning Commission meetings I have observed passionate but productive Commissioners who are open minded and willing to strive for consensus. I have observed professional City staffers seriously engaged in the issue-at=hand and always willing to provide the best analysis and advice. I have observed citizens who care about their community and commit their valuable time to listen, learn,and voice their ideals. I have observed project applicants and advocates carefully craft their message to include all ofthe community's concerns.And I have seen the process produce excellent decisions and recommendations.This is of course when the Planning Commission is at its best. The Planning Commission is a political body that must mediate numerous different views and opinions.'I have also observed the breakdown of productive debate and thus the breakdown of the process. My observations confirmed the view that community decision-making is difficult,but my observations also showed that people care about the community. What qualities, experience and expertise make you a good candidate for the Planning Com iSsiop? ualities: I am fair mm�ed and equity focused,thus I seek to insure that due process is present in the planning process and that outcomes do not disproportionately disadvantage certain community interests.I am patient and civil,thus I seek to elevate the debate over planning issues to one that is thorough and effectively communicated. I am an analytic and comprehensive thinker,thus I seek to develop recommendations that are rational, effective,and consistent with community goals. Experience: I have served for one year on the City of San Luis Obispo Planning Commission. I have a Ph.D. and M.S.P. in Urban and Regional Planning from Florida State University. I am an Assistant Professor in the City and Regional Planning Department at Cal Poly. I was a planner in Brevard County, Florida where I served as staff to the Board of County Commissioners and the Local Planning Agency(the equivalent of the Planning Commission).Also, I was a planner with the Florida Department of Environmental Protection and the East Central Florida Regional Planning Council. Finally, I served as a member of the Brevard Metropolitan Planning Organization in Florida. Expertise: My professional expertise includes:mediation,negotiation and citizen participation in planning;land use planning; environmental policy and planning; natural hazards management; and sustainable development. 5. In your view, what are some key planning issues in SLO? Although there are many key planning issues in San Luis Obispo, I address three that I think are sometimes overlooked: housing,community recreational and cultural opportunities,and city/county cooperation. First, I see the City's most critical problem as a lack of affordable housing. Only 20 percent of those living in the County can afford to buy a median-priced home.This is an issue of social justice and economic growth—for example,my own experience suggests that Cal Poly has trouble recruiting faculty due to housing costs.Second,I attended the City's Community Forum on Goals-setting and Budget Process and the majority of speakers indicated that the City had fallen behind on capital commitments for recreational and cultural infrastructure and programs.One of the things that makes San Luis Obispo unique and desirable is its ability to offer wonderful recreational and cultural opportunities in such a small town.Third,the recent events concerning Froom Ranch,the Dalidio property,and the related discussion of"big box"stores(not to mention things like drinking water, transportation,etc.)have highlighted the need for greater coordination between the City and County.Moreover, it currently appears to me that the relationship is so strained that it is negatively affecting the greater San Luis Obispo community. G. Is there any additional information about yourself you'd like to share? (Please feel free to attach.a resume, if you have one). I have greatly enjoyed my experience this past year as a member of the Planning Commission. It has been personally and professionally rewarding and I feel that I have been an effective commissioner for the City. My attendance has been perfect and I have always arrived prepared for the meeting. I would be honored to be appointed for a new term. What do you want to serve on a City advisory body? I would like to contribute my knowledge and expertise to the Community that I lived for more than 28 years. Accumulatively, my teaching and practicing experiences prepared me to be a team player in the diverse group of planning fields. . 2. Why do you want to be a member of the Planning Commission and what do you hope to accomplish? My experiences including but not limited in being a land stewardess; knowing land use, zoning, and coastal/urban reserves issues and possible mitigation potentials.... The decisions on where to build and where not to build are based on identifiable issues/ concerns and opportunities. I believe I am providing professional advice that the council members are looking for. 3. Have you ever attended a meeting of the Planning Commission, or another City advisory body? What observations did you make? I am presently serving on the Planning Commission. Prior to this service, I have served on Cultural and Heritage Committee and Architectural Review Commission. I learned a lot from each of the advisory body. The practical and functional knowledge of tasks as well as the spirit of team playing are both important ingredients in serving on the commissions. I found it is most important to study and analyze each item's ins and outs diligently; listen to the people involved; and recommend the council in the best of our collective knowledge and decisions. 4. What qualities, experience and expertise make you a good candidate for the Planning Commission? Based on my educational background in architecture and landscape architecture, I understand the importance of being a land stewardess to preserve and conserve the natural resources, and protect our environment for the future generations to come. Also; based on my teaching and practicing in landscape architecture and architecture professions, I understand the environmental system- how do they work together and affect each other; and what kind of the urban development pressure put on us and where could we carefully accommodate them with various methodologies and strategies. I try to use the best of my knowledge and experiences to balanced viewpoints with alternatives, and to make sure that any growth has to be highly manageable. Attachment 2 Page 3 of 3 5. In your view, what are some key planning issues in SLO? Due to the geographical location, water will always be an important element to determine whether any growth is appropriate. Although we are not in a `drought' situation, we need to prepare ahead to face the future challenges. Downtown development with parking garage(s) is another issue that will affect the physical and economical health of the City. Demographical study and future projections usually give us hints on what we shall anticipate. We need to plan ahead wisely and cautiously. The other issues such as Dalidio property- a `farmland island'; more housing imposed on us by the state, and others are also urgent issues facing us today. Our City is lucky to have a group of devoted professionals as our council members. Thank you for all your work. 6. Why do you want to serve on a City advisory body? 1 want to give back to the community something in return for all I have received, in the form of my time and energy. The City benefits by involving the public as much as possible. Advisory bodies are an element in involving the public. 2. Why do you want to be a member of the Planning Commission and what do you hope to accomplish? Land use planning decisions are both important and interesting. I hope to continue the successful City policies that have lead to today's wonderful City. I want to help implement neo-traditional,or"smart,"growth that balances the existing resident's interests with the City's needs to grow. I also want to provide a forum for the integration of the professional planners' ideas with the ideas of residents and business owners. 3. Have you ever attended.a meeting of the Planning Commission, or another City advisory body? What observations did you make? I have served on the Planning Commission for the past two years,with nearly perfect attendance. Previous to that,I served two years on the Mass Transit Committee as the business representative. I have observed the Planning Commission making a good effort to resolve some difficult issues. While I have not always agreed with the outcome, I have a lot of respect for the other Commissioners.The City is fortunate to have Community Development staff who are both well qualified and well prepared for the.meetings. 4. What qualities, experience and expertise make you a good candidate for the Planning Commission? I Have two years experience as a Planning Commissioner. I do my homework, I can listen and. work well with others,and I care about the City. I am familiar with the City's General Plan and policies. I have learned how to be a better Planning Commissioner from workshops on CEQA and other planning issues. In addition,I bring my perspective as a business owner and employer. I am a long-time resident and homeowner in the City. I am a member of a church. And I am raising a family. All these are reasons why I have a stake in the future of SLO. 5. In your view, what are some key planning issues in SLO? The key planning issues are housing, traffic, water,and a few large retail projects(Dalidio and Copelands).The City has a shortage of housing,especially affordable housing.The jobs/housing imbalance has worsened in,the,past 10 years. All existing water will be allocated in a few years,so the issue of new water sources will continue. And there is friction between students and older residents. In general,will the City follow a 1960's model of auto-oriented growth,or a more human-friendly, neo-traditional model of development? 6.
