SUBJECT: APPOINTMENT RECOMMENDATIONS TO THE MASS
TRANSPORTATION COMMI` TEE (MTC)
RECOMMENDATION
1. Appoint Bob Johnson to a four-year term as the Senior Representative on the MTC to
begin April 1, 2002 and end on March 31, 2006.
2. Reappoint Jean Knox to a four-year term as the Business Representative on the MTC to
begin April 1, 2002 and end on March 31, 2006.
3. Appoint Kathy Howard to a four-year term as the Alternate Member to the MTC to begin
on April 1, 2002 and end on March 31, 2006.
DISCUSSION
There are three vacancies on the Mass Transportation Committee, one for a Senior
Representative, one for a Business Representative, and one for an Alternate Member. After
advertising, the Council Subcommittee interviewed applicants and is pleased to recommend
appointing Bob Johnson as the Senior Representative, reappointing Jean Knox as the Business
Representative and appointing Kathy Hamilton as an Alternate Member.

1. Why do you want to serve on a City advisory body?
I have retired from my work and am making San Luis Obispo as my PERMANENT home. This
City is probably the best in the United States to live in and I would like to see it remain that way.
I feel that with all my past experiences that I can offer this to the City so that decisions made by
our City Council continue to be in the best interest of the Citizens and therefore continue to
maintain this City as the best place in the US to live.
I also believe that it is everybody's duty to provide what ever help they can to help our elected
officials run the City.
2. Why do you want to be a member of the MTC and what do you hope to accomplish?
I feel that with my experience and training.that I can be a valuable asset to the City by serving on
the MTC. I do not have any"personal agenda"that would influence me in any decisions made
and would therefore be able to better balance the needs of the Citizens with the needs of the
Community as a whole.
3. Have you ever attended a meeting of the MTC or another City advisory body? What
observations did you make?
I am presently a member of the MTC as an alternate at large and have attended every meeting
since becoming a member March 14, 2001.

4. What qualities, experience and expertise make you a good candidate for the MTC?
I am able to listen to all the facts and opinions and make a decision weighing them with the
requirements of the City and the City Council. I have served on the Atascadero Planning
Commission and have conducted several Public Hearings/Meetings while working for
CALTRANS.
5. In your view,what are some key transportation issues in SLO? -
Getting as many people as we canto ride the transit buses instead of using their cars. The more
people that use the buses the more the traffic congestion is relieved in town and the less pollution
is put into our air.

Answers to Supplemental Questionnaire:
1. Why do you want to serve on a City advisory body?
Having served an a City Advisory Body for nearly year,I find that City volunteers are well
appreciated Also,there is great satisfaction in knowing that I am doing my part to help our City.
2. Why do you want to be a member of the MTC and what do you hope to accomplish?
I want to be a member of MTC because transportation is an area of personal interest and because I
brink it is a place where my contributions can make a difference.
I hope to continue a good system,making it more effective for the needs of the local community.
There are some possible additions I might like to explore,and I hope to continue to improve
communication and connections with other systems in the County.
3. Have you ever attended a meeting of the MTC or another City advisory body? What
observations did you make?
Yes,I have been a member of this committee. I observed that it is important to develop good
working relationships,and that things often move along quite slowly in a formal stnuture such as
a City system
4. What qualities,experience and expertise make you a good candidate for the MTC?
I am able to get along with people and I am accustomed to the federal funding process.
5. In your view,what are some key transportation issues in SLO?
I think the key transportation issue is the choice of how this community will grow. The State has
given its our local districts fairly high planning numbers for housing units. If those units are built
out as single family dvm1 ings with little regard for the impact on roads and air quality,we will get
gridlock. If we plan for more dense development along roads designated as transportation
corridors,we have a chance at having a bus system that operates often enough and along
convenient routes that work:
This is,of course,bigger than the scope of the mass transportation committee. 1 have learned that
our scope is primarily to advise on the operation of the City has service in accordance with the
federal mass transportation guidelines.
I believe that,as presented,our system has a high rate of ridership and that it would be difficult to
encourage a substantially higher percentage of riders given the loop system,the limited hours of
service with nothing more than a fairly expensive taxi system as back up,and,for the Route 3
area,spacing of buses more than one hour apart,and Countywide service limited to a few trips a
day with limited coordination due to political boundaries.
I believe that parking is a transportation issue;as well- The parking garages have contributed to
the vitality of San Luis Obispo's downtown area (I remember the before and the after). I think
that when one compares San Luis Obispo with tourist cities such as Carmel and Monterey or with
the university campuses,it is apparent that having good parking makes a city seem friendly. My
opinion is that we should build enough for a larger city. Then when the people come to make a
bus system and other options more feasible,we could work harder to raise rates and encourage
carpooling and bas service.
6. is there any additional information about yourself you'd like to share?
1 enjoy living in San Luis Obispo and woald like to work so that it will continue to be an excellent city
