RECON[MENDATION
1. Reappoint Thomas Wheeler to a four-year tern beginning on April 1, 2002 and ending on
March 31, 2006.
2. Appoint Chuck Crotser to a four-year term beginning on April 1, 2002 and ending on March
31, 2006.
DISCUSSION:
Two terms will expire on March 31, 2002. After advertising, the Council Subcommittee
interviewed six applicants and is pleased to recommend the reappointment of Thomas Wheeler
and the appointment of Chuck Crotser.

1.Why do you want to serve on a City advisory body?
It is important for community members to act in service to their local communities. I have a strong respect for
the leadership of this community and wish to lend my experiences and skills to assist them in making decisions
affecting the community's historic environment.
2.Why do you want to be a member of the CHC and what do you hope to accomplish?
I have a strong interest in preserving the unique historic environment of San Luis Obispo, one of the oldest
communities in California. I would like to continue making a concerted effort to increase our community
members awareness of the depth and richness of their historical environment.Today the city consists of much
more than a population of 19`h and 20`'century residential architecture. It also harbors the early sites of
mercantile,trade, and industrial activities that changed its rural,agricultural beginnings, to an urban center
connected to the rest of the state through railroad development.The Railroad Historic District,dairy
operations,and other industrial districts of the city are an integral part of the historic fabric of our community,
one that daily conveys both consciously and subconsciously a sense of past to all its residents.
Where development is brought into the city, it is important that San Luis Obispo not be made into the image of
developing companies. Rather,development should conform to the historic and environmental surrounding in
which it develops its home. As a CHC member I am interested in guiding changes to the city's historic
residential, industrial, and agricultural districts in way that are is in keeping with its past, and avoiding the
conversion of neighborhoods into the image of corporate developers.
3.Have you ever attended a meeting of the CHC or another City advisory body?What observation did
you make?
I have been a member of the CHC advisory board for the previous 2 years and four months. In that time, I have
been impressed by the professionalism of its members, and the care applied to well thought out solutions
crafted t8 enhance the city's historic environment without restricting the development of the historic landscape.
The city is fortunate to have CHC members whose professional practice is in history and community planning.
To date the committee consists of two historians,two members of the community highly sensitive to its historic
elements,a Community Planner well versed in CEQA, and myself,an Archaeologist.
4.What qualified,experience and expertise make you a good candidate for the CHC?
I consider myself a good candidate for the CHC through my 29 years experience as an archeologist in
California. I am currently completing a Masters Degree in archaeology as CSU Sacramento. From 1981 to
1999, I worked as an archaeologist for California Department of Parks and Recreation,and currently hold the
position of Associate Environmental Planner-Archaeologist with Caltrans. My experience has taken me
throughout the state,working and reporting on prehistoric cultures dating from 10,300 years before present to
Spanish Colonial and Mission period sites along the south central coast. My career offers the CHC a wide
range of experiences, from excavating Central Coast Chumash sites to recording Mission to late 19`h century
period structures.
5.In your view,what are some of key cultural heritage issues in San Luis Obispo?
The integrity of the city's historic districts and outlying contributing structures is continually threatened with
design compromises that attempt to adapt older structures to modern uses. Following Department of Interior

Standards, the CHC has been able to work with home and business owners to meet their needs while preserving
the integrity of the.city's historic architecture.
The historic Railroad District has sustained significant losses through the removal of structures important to its
interpretation.The proposed Alberstons store development further threatens to erode what historic fabric
remains of this important area to the city's historic development.
Industrial districts in the city are poorly understood or appreciated with regard to their importance in the
development of the city.Their rough utilitarian designs,modified to meet the practical needs of developing
industries, have often earned them the reputation of blighted areas. Although offering none of the stylistic
charm of the late Victorian or railroad period homes throughout the city they are an integral aspect of the city's
past. Albeit the preservation of such districts and structures can be a challenge, they have the potential for
adaptive reuse, creating highly productive and attractive community elements.
Historic documents maintained by the city require improved curatorial treatments and storage facilities. At this
time both negatives and positive photographic prints,and paper documents are maintained within a common
facility. It is important that these materials be copied and stored in separate locations to prevent loss through
disasters affecting their single area of storage.
It is important continue to increase the historical knowledge base of community members through support for
historical programs within the city and the school system.
The study and identification of additional historic districts within architecturally important areas of the city
should be an ongoing responsibility of the CHC.
