SUBJECT: Appointment Recommendation to the Personnel Board
RECOMMENDATION
1. Appoint Louise Matheny to a four-year term to begin April 1, 2002 and end March 31, 2006.
DISCUSSION
Marcy Villa's term will expire on March 31, 2002 and she is not eligible to serve another term.
The Council Subcommittee interviewed seven applicants on March 25, 2002 and recommended
appointing Louise Matheny to a four-year term to begin on April 1, 2002 and expire on March
31, 2006.

1. Why do you want to serve on a City advisory body?
I am a long-standing resident of San Luis Obispo and have a
continuing interest in the well being of our City Government.
As a recent graduate of SLO Leadership Class X, I found my
interest rekindled and realized I would like to re-establish
my involvement in civic affairs.
2. Why do you want to be a member of the Personnel Board and what do you hope to accomplish?
Some years ago I volunteered on this Board and found the experience very
rewarding. I hope to enhance the personnel appeals process and make
recommendations as they become evident.
3. Have you ever attended a meeting of a City advisory body? What observations did you make?.
Yes, I was a member of the Personnel Board for 2 terms. I was impressed - .- . .
with the professionalism with which personnel issues were':administered.

4. What qualities, experience and expertise make you a good candidate for the Personnel Board?
I have had over 20 years of personnel related experience and I at
currently the President of the Central Coast Personnel Association.
Through my involvement with the EDD Employer Advisory Council and
as a member of the SLO County Workforce Investment Board, I have
become aware of civil service policies and procedures.
5. In your view,what might be some key personnel-related issues in SLO?
Recruitment issues; housing; the cost of insurance and difficulties
with access to healthcare;. constraints of the arbitration process.
6. Is there any additional information about yourself you'd like to share? (Please feel free to attach a
