McCluskey, Director of Public Works P� Prepared By: Barbara Lynch, Principal Civil Engineer SUBJECT: WATERMAIN IMPROVEMENT PROJECT: MOTEL INN TO SANTA YNEZ, SPECIFICATION NO. 90230 CAO RECOMMENDATION 1. Approve plans and specifications for " Watermain Improvement Project: Motel Inn To Santa Ynez, Specification No. 90230." 2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is within the Engineer's Estimate. DISCUSSION This project consists of the replacement of the transmission main which crosses U.S. 101 in the area of Motel Inn. This old steel line is critical to the water system, feeding water to the reservoir for storage and returning water to the north end of town for service. It is important that this line be replaced before it fails, causing a significant disruption to service. This project was designed several years ago. Problems obtaining an easement for a new alignment delayed the project. The easement was recently obtained and the project was rebudgeted in the most recent Financial Plan. CONCURRENCES Community Development Department has given this project a categorical exemption. FISCAL IMPACT The project was approved in the 2001-03 Financial Plan, Appendix B, page 115. The project will be funded from the Distribution System Improvement Account which has a balance of $975,500 to support this project. Engineer's Estimate: $ 380,000 Contingencies: $ 57,000 Total Project Cost: $437,000 Contingencies have been set higher than usual because of the boring operation required to cross the freeway and the high potential for unknowns inherent in this type of work.
