Approve specifications and authorize staff to advertise for 1123 Mill Street (Former Boy Scout Office)Building Material Removal, Specification No. 90313. 2. Transfer$23,100 from the General Fund CIP Reserve Account DISCUSSION As part of the 1999-01 Financial Plan Supplement for 2000-01, Council gave direction for the conversion of the existing Recreation Center Building at the corner of Santa Rosa and Mill streets to a Community Center, incorporating Senior services and activities. This primarily involves adding new facilities within the recreation building and making use of the now vacant Boy Scout Office at 1123 Mill Street. Hazardous_ Materials When the previous remodel of the Recreation Center was completed several years ago, asbestos and lead abatement was completed in the main building. Remediation of the Boy Scout building was not included in that project. During the start up meeting for the current remodel project, Engineering staff noted the floor tile in the former Boy Scout appeared to be an old style commonly containing asbestos. There were also areas of peeling paint. Staff recommended, and the City Council approved funding for a building material specialist to make a review of the building for hazardous building materials. Several building materials found by the specialist require removal, including asbestos floor tiles, lead paint and wall board joint compound. These materials must be removed by an abatement specialist prior to the start of the remodeling project. Remodeling Project Status The remodeling project is nearing design completion. The work will be funded by a private donation. It appears all the donated funds will be needed to complete the remodel. Therefore, funding for hazardous material removal and remediation will need to come from other sources besides the private donation. Cz' j Council Agenda Report—1123 Mill Street Building Material Removal Page 2 FISCAL IMPACT Abatement Project Estimate: Fund activity to date: Abatement Contract: $ 15,000 Abatement Contingencies: $ 3,000 Hygienist Contract: $ 7,000 Authorized to date: $ 10,000 Hygienist Contingencies: $ 3,000 Expended to date: $ 5,100 Project Total: $ 289000 Funds Remaining: $ 4,900 The abatement work was not identified or budgeted in the original project scope developed at the time the CIP request was prepared. The City Council authorized $10,000 at the time the Request for Proposals for the building materials specialist was advertised to cover the costs for site review, specifications and inspection. No funding was set aside then for the actual removal or remediation of hazardous material as the extent or type of hazardous materials was not known at that time. At this time the assessment of the building and preparation of the technical specifications for the hazardous material removal is complete. Adequate funds do not remain in the account to pay for the total inspection needed during the actual abatement project. The abatement work will include both the actual removal of the materials by an abatement specialist and the monitoring / inspection of the work by an Industrial Hygienist to insure all the hazardous material is removed and that all safety precautions are observed. The City's inspection staff is not trained in this kind of work, so it will have to be contracted to a private company. Staff will amend the agreement with the specialist completing the survey to perform these services. Based on the current estimate and the funds still available, an additional $23,100 is needed to fund this project. Staff recommends funding the abatement work from the CIP Reserve Account. By doing this, there will be no direct fiscal impact on the General Fund or the remodeling budget. The CIP Reserve will be reduced from $292,400 to $269,300.
