At its April meeting, the North County Water Purveyors Group again focused most of the discussion on the Paso Robles Groundwater Basin Analysis Report. The dialogue covered recommendations from the committee on what should be included in Phase 2 of the basin analysis. Phase 1 of the analysis has been completed and the draft report is available on the County's Website or libraries. Hard copies may be purchased at Kinko's in downtown San Luis Obispo. Phase 1 provides a snapshot of the basin today and how it has performed over a 17-year base period of 1980 to 1997. As reported previously, there are areas of the basin with declining water levels, but overall it appears to be stable. The Phase 2 analysis is proposed to incorporate a basin model that will allow some predictive analysis to be used for planning purposes. Also, given the issues with increasing nitrates and TDS in portions of the basin, modeling of changes in water quality are also being proposed. The Purveyors Group discussed general questions we'd like the analysis and model to answer. The consultant, Fugro, will incorporate these issues and questions into a proposed scope of work for County consideration On another matter,the Group also moved to forward a recommendation to the Board of Supervisors supporting a sole source contract with Fugro for the Phase 2 work. Everyone involved has been impressed with the quality and integrity of the work completed on Phase I and feel Fugro would be able to provide that same quality and all-important continuity to Phase 2.
