HomeMy WebLinkAbout05/21/2002, C5 - AUTHORIZATION TO APPLY FOR GRANT FUNDS - WASTE TIRE PLAYGROUND COVER GRANT council Maeti¢_Dat�t ` acEnda REpopm "C5 CITY O F SAN LUIS O B I S P O FROM: Paul Le Sage, Parks & Recreation Direct Prepared By: Linda Fitzgerald, Recreation Manager SUBJECT: AUTHORIZATION TO APPLY FOR GRANT FUNDS — WASTE TIRE PLAYGROUND COVER GRANT CAO RECOMMENDATION 1) Authorize staff to apply for a grant through the California Integrated Waste Management Board for funding under the Waste Tire Playground Cover Grant Program for installation of playground surfacing at Laguna Hills Park. 2) Adopt a resolution supporting the grant submittal to the California Integrated Waste Management Board for Laguna Hills Park Playground Replacement. DISCUSSION The California Integrated Waste Management Board (CIWMB) is the administrator of grant funds for use of waste tires used in surfacing material in public park playground as established by Assembly Bill 1843. Laguna Hills Park playground is scheduled for replacement in 2002-03. A major component of the project includes installation of a poured-in place surfacing to allow for more accessible play areas, reduce maintenance costs, and address existing containment issues with sand flowing from the upper playground to the lower play area. Staff would like to pursue grant funds for Laguna Hills Park to assist with the costs for providing accessible surfacing. The maximum amount that can be requested is $25,000 with requirements that there be a 50% match and that 50% of the grant funds be used towards the purchase of surfacing that contains 100% recycled tire materials from California. Public outreach regarding the use of recycled waste tires in the playground surfacing through signage and promotions is also required of the successful applicant. FISCAL IMPACT Council approved$155,800 toward the Laguna Hills Park playground replacement project for 2002-03,therefore can match 50% of the maximum amount of the grant if awarded at $25,000. A successful application will offset close to one-sixth of the costs already approved for the proj ect. (2002 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO TO AUTHORIZE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR THE 2002-2003 PLAYGROUND COVER GRANT PROGRAM WHEREAS, the people of the State of California have enacted Assembly Bill 1843 (W. Brown, chapter 974, Statutes of 1989)that provides grants to public entities involved in activities that result in reduced landfill disposal of used whole tires and reduced illegal disposal or stockpiling of used whole tires; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program for the State, setting up necessary procedures governing program applications; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution approval of the application before submission of said application to the State; and WHEREAS, if awarded a grant,the applicant will enter into an agreement with the State of California for development of the project; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo authorizes the submittal of an application to the California Integrated Waste Management Board for the 2002/2003 Playground Cover Grant Program. The City Administrative Officer of the City of San Luis Obispo is hereby authorized and empowered to execute in the name of the City of San Luis Obispo all necessary documents, including but not limited to, applications, agreements, amendments and payment requests necessary to secure grant funds and to implement and carry out the purposes specified in the grant application.
