Charter Section 410 provides that compensation for the Mayor and Council shall be reviewed biennially in even numbered years. The Council Policies and Procedures specifies that a five member citizen committee be appointed by January 315`of even numbered years and, further, that committee recommendations be forwarded to the Council no later than May 15i. Unfortunately, staff failed to initiate the process this year and the review has not taken place according to the timeline set forth in the policy. Staff is, therefore, requesting some direction from the Council as to the next step. As outlined in the recommendation above, the Council has a couple of choices. Direction can be given to immediately initiate the appointment of a citizen committee with further instruction that the review process bent on a fast track. The nomination period for the 2002 General Municipal Election opens on July 15 and any changes to compensation should be considered by the Council prior to that date. The other option is to waive the review for this year. The Council has the prerogative to do so and may wish to consider this option,particularly in light of the current financial status of the City. In addition,the Council's compensation package was thoroughly analyzed two years ago and on April 4b 2000, the City Council approved a salary increase of one hundred dollars per month for the Mayor and for Council Members. A copy of the Council Agenda Report dated April 4, 2000 is attached for reference. The Council is being asked to provide direction to the City Clerk tonight so that formal action can be taken at the next regular meeting. Should Council decide to move ahead with the biannual review,the City Clerk will initiate expeditiously the committee appointment process. If, however, the Council decides to waive the review for 2002, the City Clerk will bring back a consent calendar item on June 4`h to formalize the action.
