SUBJECT: COUNCIL COMPENSATION REVIEW PROCESS FOR 2002
CAO RECOMMENDATION:
Waive the 2002 Review Process for Council Compensation.
DISCUSSION
Charter Section 410 provides that compensation for the Mayor and Council shall be reviewed
biennially in even numbered years. The Council Policies and Procedures specifies that a citizen
committee be appointed by January 315`of even numbered years and, further, that committee
recommendations be forwarded to the Council no later than May 15`. Unfortunately, staff failed
to initiate the process this year and the review did not take place according to the timeline set
forth in the policy. The City Clerk reported this oversight to the Council during the
Communications portion of the May 21, 2002 Regular Council Meeting. The City Council
agreed to waive the review for this year because of the late timing and in light of the current
financial status of the City; and further, directed the City Clerk to bring this matter back for
formal action.
The next review of Council compensation will be conducted during the first quarter of 2004.
