SUBJECT: MURRAY ADOBE SEISMIC RETROFIT, SPECIFICATION NO. 99831
CAO RECOMMENDATION
1. As recommended by the Cultural Heritage Committee, approve plans and specifications for
"Murray Adobe Seismic Retrofit", Specification No. 99831.
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the
lowest responsible bid is within the engineer's estimate of$67,000.
3. Approve transfer of$15,000 from the Capital Outlay Fund, Completed Projects Accounts to
the project account.
DISCUSSION
The City currently operates the Murray Adobe for space rental to various community groups and
equipment storage for community activities in Mission Plaza. The building also serves as a
historic adobe structure, having been constructed circa 1850. At this time, the substandard
roofing needs to be replaced, water damage to adobe walls repaired and as per City ordinance,
this unreinforced masonry building (URM) must be seismically retrofitted to mitigate damage
from earthquake activity.
City staff has prepared plans and specifications. A construction management/inspection firm has
been retained to facilitate with this specialized construction, as well as an Architectural Historian
well-versed in adobe structures. Due to the fragile nature of the building, the repair and seismic
retrofit must be implemented and completed during the summer months. Construction will occur
at the height of San Luis Obispo's tourist season and a number of community activities will be
impacted. The Parks and Recreation Department has initiated plans for the relocation of those
groups affected and for equipment storage at alternate sites.
CONCURRENCES
The project has been approved by the Cultural Heritage Committee with the condition to provide
an Architectural Historian specializing in adobe structures. (See Attachment 1) The Community
Development Department has exempted the Adobe from review by the Architectural Review
Committee and is prepared to issue a building permit.

Financial Plan and pages 176-177 of Appendix B to the Financial Plan.)

Due to the specialized nature of construction for the Adobe and a budget that is five years old, a
contingency of 15 percent will be required for completion of construction. The services of an
architectural history consultant as required by the CHC will also increase costs.

OQ a motion by Committee member Pavlik, seconded by Committee member Wheeler,
the ommittee determined that the proposed project is consistent with the Secretary of
the In 'or's Standards for Rehabilitation and will not adversely affect the historic,
archi tec ral, or aesthetic significance of the contributing historic property, and referred
the projec ack to the Community Development Director with direction to approve the
project as p posed. The motion carried, 7-0.

Old Town Hist 'c District.
Bob Newberg, applic t and property owner, presented the project and noted that he
agreed with many of th staff comments in the staff report regarding necessary design
changes to make the prod t more compatible with the historic neighborhood.
Chairperson Schrage opened a public hearing.
Bert Kaiber, neighbor, was conce ed the proposed project design was not compatible
with the Old Town Historic District's chitectural character and suggested it looked like
it was "straight out of Home Depot." supported demolition of the existing building,
as proposed.
Peg Pinard, neighboring property owner, a ed with the previous comment and was
concerned with the scale, lot coverage, orienta ' n of entries to the driveway instead of
the street, and proposed use of tandem parki She preferred to see a building
designed to be more compatible with the neighbo ods prevailing architectural styles
and suggested the applicant just needed to "pick on " (architectural style). She was
also concerned that the "great room"shown in plans m easily be converted later to a
separate dwelling unit and felt a lot more attention was eeded to make the project
compatible with the neighborhood.
Hearing no further comment, Chairperson Schrage closed the p lic hearing.
On a motion by Committee member Carr, seconded by Committee ember Wheeler,
the Committee continued the item to allow the applicant to redesign a project and
work with neighbors. The motion carried, 7-0.
3. ARC 158-01; 747 Monterey Street. Seismic Retrofit and Restoration of the Murray
Adobe in Mission Plaza, Downtown Historic District. City of San Luis Obispo Public
Works Department, Applicant.
Mike McGuire, project engineer, explained the project.
There was no public comment.

Committee member Wheeler suggested the need for an archaeologist to monitor the
site during construction.
On a motion by Committee member Wheeler, seconded by Committee member
McMasters, the Committee determined that the project was conditionally compatible
with the Historic Preservation Program Guidelines and with the Secretary of the
Interior's Standards for the Treatment of Historic Properties, provided the following
measures were incorporated into the project and referred the matter to the Community
Development Director for approval:
9. An adobe expert shall be retained to prepare a structural evaluation and
document the historical evolution of the structure using core samples and/or
other physical evidence.
10. An archaeologist shall be retained to monitor the site and building during
construction.
The motion carried, 7-0.
