HomeMy WebLinkAbout06/18/2002, C7 - AUTHORIZATION TO APPLY FOR GRANT FUNDS-PER CAPITA BOND ACT 2000 i councit j aGEnba Repout el C I T Y OF SAN LUIS OBISPO FROM: Paul LeSage, Director of Parks and Recreation PREPARED BY: Kathy Mills,Recreation Manager H SUBJECT: AUTHORIZATION TO APPLY FOR GRANT FUNDS— PER CAPITA BOND ACT 2000 CAO RECOMMENDATION Adopt a resolution supporting an application for grant funds in the amount of $391,000 to the State of California, Department of Parks and Recreation Per Capita Program under the Safe Neighborhood Parks and Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 for lighting Damon-Garcia Sports Fields. DISCUSSION Approval by California voters of Proposition 12, the "Safe Neighborhood, Parks, Clean Water, Clean Air and Costal Protection Bond Act 2000", provided funds for local assistance grants to be administered by the California Department of Parks and Recreation (DPR). The intent of the 2000 Bond Act in providing the per capita funds is to respond to the recreational and open space needs of a growing population and is intended to revive state stewardship of natural resources by investing in neighborhood parks. With the adoption of the 2001-03 Capital Improvement Plan, the Proposition 12 funds are identified as the funding source for lighting three additional fields at the Damon-Garcia Sports Complex. Originally, only the lighting of one field was proposed. Public consensus is to light the entire complex. Proposition 12 funding will significantly contribute to accomplishing the lighting of the entire complex. FISCAL IMPACT Council approved using Proposition 12, (2000 State Park Bond Act) funds in the FY 2001-03 Financial Plan Capital Improvement Plan for lighting three additional fields at the Damon-Garcia Sports Fields. ATTACHMENT Resolution GACouncd Agenda Rcporer FY 01-UGraas]001-02IC40PERCAPITA BOND ACT 1000.docc r7—/ ATTACHMENT- Resolution No: (2002 Series) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING THE APPLICATION TO APPLY FOR GRANT FUNDS FOR THE PER CAPITA PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 THROUGH THE STATE OF CALIFORNIA DEPARTMENT OF PARKS AND RECREATION WHEREAS, the people of the State of California have enacted the Per Capita Grant Program which provides funds to meet the urgent need for state, open and accessible local park and recreational facilities for increased recreational opportunities that provide positive alternatives to social problems; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the State of California Department of Parks and Recreation require the Applicants Governing Body to certify by resolution the approval of the Applicant to apply for the Per Capita Allocation, and WHEREAS, the Applicant will enter into a Contract with the State of California; NOW, THEREFORE, BE IT RESOLVED that the City of San Luis Obispo City Council hereby: 1. Approves the filing of an Application for local assistance funds from the Per Capita Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000; and 2. Certifies that the Applicant has or will have sufficient funds to operate and maintain the project; and 3. Certifies that the Applicant has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Appoints the City Administrative Officer as agent of the City of San Luis Obispo to conduct all negotiations, execute and submit all documents, including, but not limited to.applications agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned projects.
