SLORTA staff reported that by some ingenious manipulations of vehicle retirements and additions that it should be able to comply with the,very stiff Fleet Rule established by the California Air Resources Board to control NOx emissions. These new standards go into effect October 1 of this year. Our air will become cleaner; some bus riders will be inconvienced by route changes. However, several days after this meeting; SLOCOG staff contacted individual Board members to inform them that HCD has rejected SLOCOG's request to have the housing targets originally assigned to our county reevaluated. The simple meaning of this- short of some miracle turnaround by HCD is that each city in our county as well as the county itself will be expected by the State to comply with these quotas. (2)The ad hoc barrier design committee met for the 0 time last Thursday and began to sort out the opportunities and limitations of producing barrier designs that will be"context sensitive." This committee is charged(by Caltrans)to deal with the stretch of Highway One beginning at Highland Drive and running just past the northern entrance to Cuesta College. After considerable discussion, Caltrans staff was directed to bring to our next meeting a number of sketch diagrams indicating where the various barrier designs under discussion might begin and end given the several`landmark"locations that define segments of this stretch of Highway One.
