SUBJECT: 2002-03 PROMOTIONAL COORDINATING COMMITTEE GRANTS-IN-AID
RECOMMENDATIONS
CAO RECOMMENDATION
As recommended by the Promotional Coordinating Committee (PCC), adopt a resolution
approving 2002-03 grants-in-aid and authorizing the City Administrative Officer to execute
agreements with each grant recipient as described in Exhibit "A" attached to the resolution, and
inclusive of any modifications made by the Council.
DISCUSSION
Background
In February of this year, the PCC began its annual grants process. Notices were placed in the
Tribune advertising the availability of grants for local non-profit organizations that promote cultural
services or recreational services of tourism promotion advantage to the City. Also,prior year grant
recipients were mailed notices advising them of the time frame for the 2002-03 grants process. A
workshop was held on February 13, 2002 for prospective applicants to review the grant application
process, emphasize the Council's grant criteria, discuss the PCC's expectations for the applications
and answer any questions from the applicants.
Completed applications were due to the City in March. The PCC received 43 applications
requesting a total of$172,581. This compares with 42 applications received in 2001-02 requesting
$163;555. As in the past, the majority of applications were geared toward cultural activities. All
applications were received prior to the deadline, and of these, only one application was deemed
incomplete. Copies of the 2002-03 grant applications are available in the Council Reading File.
Review Process
Upon receiving the grant applications, the PCC convened a subcommittee to thoroughly review the
applications and formulate preliminary grant recommendations. The Grants-in-Aid subcommittee
was comprised of Diane Hunt Roberts(who served as chair), George Newland, and Sandy Baer. In
conducting the review, the subcommittee evaluated the applications against the current assessment
criteria(Attachment 2). The subcommittee's preliminary recommendations were then presented to
the full committee for action during the PCC's May meeting. During the meeting, the PCC
reviewed the subcommittee's recommendations and set a public hearing date to present the
recommendations to the applicant agencies.

Funding Recommendations
A public hearing was held on May 29, 2002, to formally present the Committee's 2002-03 Grants-
in-Aid recommendations to the applicant agencies. During the meeting, all applicants were given
an opportunity to address the PCC regarding the recommendations. Representatives from eighteen
of the applicant agencies were present and the majority provided information about their programs
and future plans, and in most cases expressed appreciation to the committee for its preliminary
recommendations. Three organizations not satisfied with the recommendations of the PCC
provided additional information on their projects and requested reconsideration of funding. The
following highlights their concerns and the PCC's response to each:
1. The Executive Director of the San Luis Obispo County Art Center addressed the
Committee and, based on the significance and magnitude of their Plein Air Painting
Festival, requested an increase to the recommended funding. After a brief
discussion,the PCC recommended an additional $500 in funding for the Festival.
2. The Project Coordinator for Vinyl Record Day and the Director of the sponsoring
non-profit agency, CASA — Voices for Children, presented information on their
project and the work completed thus far to make it a reality. After lengthy
discussion, the PCC felt there was an unclear relationship between the for-profit
business run by the Project Coordinator and the non-profit CASA. After careful
consideration, the PCC requested that the Project Coordinator for Vinyl Record Day
establish non-profit status and return to the PCC in future years for funding. No
funding was recommended for this year's event.
3. Cal Poly Open House also spoke with regard to their project. Although the project
met the criteria for funding,the PCC chose not to fund the project this year because
a) upon submittal of the application, the grant lacked information on non-profit
status;b) the grant requested funding for the 2001-02 cycle rather than the 2002-03
cycle and c) the applicant failed to submit upon request a letter to correct the
funding cycle.
In keeping with the tradition of higher funding levels for anniversary years, enhanced funding was
recommended for the Civic Ballet and the International Film Festival (25 years and 10 years
respectively). See Attachment 3 for detailed minutes from the meeting.
Action on the Grants-in-Aid recommendations was taken after the public hearing. The PCC
unanimously adopted the revised recommendations. The PCC then directed staff to forward the
recommendations to the City Council for final action.
The following summarizes the PCC's 2002-03 final grant recommendations:
1. Total funding available is$110,785 (including carryover of$1485 from 2001-02).
2. Total funding allocated is$108,350 in grants,with a reserve of$2,435.
3. Funding is provided to 41 organizations,with grants ranging from $1300 to $8,000.

A member of the PCC will be available to the Council at the public hearing to respond to any
inquiries.
GIA Fund Balance Reserve
The PCC is recommending that all but $2435 of the grant funds be allocated. These remaining
funds may be held as a reserve during the upcoming fiscal year to be used for unexpected needs,
or may be used for additional allocations as requested by the Council at this time.
Contracts
Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified
organizations. Contracts will be monitored by the PCC and staff throughout the year.
FISCAL EMPACT
The 2002-03 budget for the PCC Grants-in-Aid Program, approved as part of the 2001-03 Financial
Plan, is$109,300 plus the$1485 carry-over from the 2001-02 budget, for a total of$110,785.

CITY OF SAN LUIS OBISPO AUTHORIZING FUNDING TO FORTY-ONE AGENCIES IN
THE AMOUNT OF $108,305 FOR FISCAL YEAR 2002-03 THROUGH THE
PROMOTIONAL COORDINATING COMMITTEE
WHEREAS, in the past, the City of San Luis Obispo has authorized and distributed
Grants-in-Aid funding to community organizations which provide cultural and tourism
promoting recreational services to residents and visitors; and
WHEREAS, funding for the Grants-in-Aid program has been included in the 2001-03
Financial Plan for the City of San Luis Obispo.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. That certain organizations attached hereto and marked Exhibit "A" shall
be provided funding as is designated in the same attachment.
SECTION 2. The staff is directed to prepare a contract for each agency identified in

1. CALL TO ORDER
Sub-committee Chairperson Diane Hunt Roberts called the meeting to order at 5:35.m. with the
following members present: Kate Norton, Wilda Rosene, Sandy Baer, George Newland. Betsy
DeJamette served as staff.
2. PUBLIC COMMENT
None.
3. APPROVAL OF RECOMMENDATIONS REGARDING 2002-2003 GRANTS IN AID
Diane Hunt Roberts welcomed the grant applicants in attendance and invited comment. Lisa Bruce
from Cal Poly Open House requested that the PCC reconsider funding for the Cal Poly's Open House.
Hunt Roberts indicated that due to several irregularities in the grant application, and the new Council
approved policy requiring grants packages to be complete upon receipt, the PCC would not be
recommending funding in this cycle. She invited Ms. Bruce to reapply next year. Gary Freiberg from
CASA — Voices for Children also asked that the committee reconsider funding for Vinyl Record Day.
Funding was not recommended because of the unclear nexus between the non-profit CASA and Mr.
Freiberg's business. Again, Hunt Roberts indicated that if Mr. Freiberg reapplied next year as a non-
profit, funding would definitely be considered. Karen Kyle from the SLO Art Center thanked the
committee for their support, but requested that funding be restored to last year's level (an additional
$600) due to the nature and magnitude of the event. Individuals from the following organizations
thanked the PCC for their generosity and support:

GRANT APPLICATION ASSESSMENT CRITERIA
Applications submitted to the Promotional Coordinating Committee will be evaluated both in terms of the
applicant and the grant proposal using the following criteria:
A. APPLICANT CRITERIA
1. Applicant organization must have a clearly stated purpose and function and be responsible for the
planning and provision of a cultural, social or recreational program. Acceptable recreational
programs must qualify under Section 1(b)of Grant Criteria below.
2. Applicant must demonstrate that it has the managerial and fiscal competence to complete the
proposed project. Repeat applicants must have a successful history of using prior grant funds.
3. The organization must have non-profit status as defined in Section 501C(3) of the Internal
Revenue Code.
4. The organization must give evidence that it has pursued other sources of financial support and that
it has examined and weighed the financial ability of the target population to support its program or
event.
5. The organization must extend its program to the general public and may not exclude anyone by
reason of sex,race,color,religion,ancestry,national origin,disability or any other population
covered by state or federal law.
6. The applicant organization must be willing to participate in an evaluation process as requested by
the Promotional Coordinating Committee.
7. The applicant should be able to demonstrate coordination with related agencies and existing
community resources.
B. GRANT CRITERIA
1. Grant requests must be for programs or activities which meet one or both of the purposes below:
a. Of local cultural benefit to the residents of the City of San Luis Obispo(e.g.,determined by the
event's popularity, its accessibility to residents, its affordability and its uniqueness in the
community)or;
b. Of tourism promotion advantage to the City of San Luis Obispo (e.g., determined by increases
to the City's revenues,especially transient occupancy tax revenues).
2. Additional consideration will be given to events that occur during the `hon-peak' tourism months
of September through May.
3. Additional consideration will be given to organizations requesting funds for a special celebration
such as an anniversary or grand opening that will provide increased promotional opportunities.

4. Additional consideration will be given to organizations requesting "seed money" for new events
that will subsequently be self-supporting. A three to five year financial projection is required for
this type of request.
5. Other types of City support, such as facility use or in-kind service, will be considered in the award
process.
6. Demonstrated financial need of the organization will be considered in evaluating and awarding
funds,although the potential promotional benefit of the request will be given higher consideration.
7. Past performance of the organization,regardless of financial need or potential proposal benefit,will
be considered in awarding funds.
8. Grants will not be made for the following expenses:
a. Office overhead or staff.
b. Equipment.
c. Rental of space.
d. Scholarships or camperships.
Applicants should be aware that there is no assurance that funding will be available to them in any
fiscal year. Long-term dependence on City funding is discouraged

which to deliver awareness, funds for research, and education to the San Luis Obispo Branch of
