CAO RECOMMENDATION
1. Approve plans and specifications for "Water Reclamation Facility, Digester #1 Repair,
Specification No. 90325B."
2. Authorize staff to advertise for bids.
3. Authorize the CAO to award the project if the total project budget is less than$341,000.
DISCUSSION
Cleaning and repair of the digesters at the Water Reclamation Facility is a project completed
approximately every 6 to 10 years on each of the three digesters. The harsh environment at the
facility necessitates routine maintenance to prevent the need for major facility replacements. The
digester is first cleaned and washed down to prepare it for repair. The repair project replaces any
worn out equipment and applies a new coating to protect the digester walls. The cleaning is
performed as a separate project because of the specialized nature of the work.
The repair project was scoped for budgeting assuming routine repairs and coating work would be
needed. Since that time, half of the heat exchangers on the digester have failed. The exchangers
heat the sludge to break it down before it proceeds to the next stage of the process. These
devices are essential to the operation of this digester. Their failure have contributed significantly
to a cost overage for the project, accounting for approximately $90,000 of the total cost.
The digester is currently operating at a very marginal level. It is important that the work begin
on the project as soon as possible. To this end, staff is requesting some leeway for the award of
the contract to allow the City Administrator to award the project if possible. Staff is requesting
authorization for CAO award for project budget up to $341,000 to allow for the potential of a
high bidding climate, although the estimated total project budget is $310,000.
CONCURRENCES
Community Development Department has given this project a categorical exemption.
FISCAL IMPACT
The 2001-03 Financial Plan, Appendix B, page 139, identifies $ 150,000 estimated cost for this
project. The digester cleaning will cost approximately$30,000 to $35,000.
Engineer's Estimate for Construction: $ 270,000
Construction Contingencies (15%*): $ 40,500
Total Project Budget: $ 310;500

*It is difficult to foresee the condition of much of the digester until the existing coatings are
removed. For this reason a higher than normal amount of contingency funding is requested.
All funds for this project will come from the Major Equipment Replacement Account which has
a current balance of$763,000. Less critical projects to plant operation will be deferred as needed
to support this project.
