Ken Hampian, a McClusky Re: Highway One ad hoc barrier design committee Meeting#5 was held at Cahrans offices on Laurel Lane. We are beginning to make a bit of progress. Caltrans staff prepared maps showing places where openings would be required to give vehicle access to adjacent properties. We also were shown design sections in the barrier-to-permit the passage of small animals and one design for larger animals—primarily deer. Nobody seems to really know how deer will likely react to this barrier. Caltrans has consultant biologists with whom they will consult to obtain a better "read"on deer behavior. A major problem is that this particular median is that it is only 6' wide. The Army built this highway in the 40's long before median barriers became a factor in highway safety concerns. There is no budget to widen the highway to increase median width so we must design within this very tight six-foot limitation. We were also introduced to devices designed to reduce deflection ofvehicles that crash into the ends of barriers exposed when there is a break in the barrier. The most common of these devices are the yellow barrels filled with sand or water we often see stacked at the exposed ends of barriers. There are two other types that have been safety tested and look much better than the barrels. We will be discussing our preferences for these designs at the next meeting. So, little by little the details are getting sorted out and we should be getting to the aesthetic kernel of the concrete barrier design in the next meeting or two. Hang on for the next exciting report. UNCIL 0 E' CDD DRIR C FIN DI Ci FIRE CHIEF RNEY 11 PW DIR RECEIVED ArLEOK/ORIG M POLICE CHF ❑ D 'W&DS p REC DIR UTIL6IR 21 O M HIR oIR SLO CITY CLERK
