CAO RECOMMENDATION:
1. Approve plans and specifications for "Street Reconstruction/Resurfacing—Summer 2002".
2. Authorize staff to advertise for bids.
3. Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's
estimate of$1,700,000.
DISCUSSION
The City's Pavement Management Plan (PMP) was adopted by the City Council on April 14, 1998.
The key elements of the PMP are the establishment of eight principal areas within the city, and a
maintenance plan in which each of these eight areas will receive maintenance over an eight-year
period. Streets located in the central downtown area are not part of this rotation because they
require maintenance more frequently. Collector and Arterial streets may receive major
rehabilitation work in any given year regardless of which pavement area that they are located in.
This project primarily includes major pavement rehabilitation work on local streets in pavement
areas 4 and 5,and the reconstruction of Broad Street, a collector street in pavement area 7.
In each of the past two years, Chec Engineering Consultants, Inc., a private consulting firm
specializing in pavement design and deflection testing, has been awarded a contract for engineering
services. They have performed structural testing of selected.City streets in pavement areas 4 and 5.
The streets tested were those that had already been selected for rehabilitation based on the City's
PMP, which utilizes the computer program MicroPaver. Chec Engineering Consultants, Inc.
conducted the tests using the dynaflect method, a nondestructive testing method of determining a
street's structural integrity. Consistent with both contracts that Chec Engineering Consultants has
completed with the city, they have issued their findings in two separate reports for the past two
years. The 2001 and 2002 reports, "Deflection Testing/Analysis Structural Pavement
Recommendations," provide test results and design recommendations for:streets included in this
Summer 2002 paving project.
A separate paving and sealing project that will include all remaining streets in Area 5 will be
coming to the Council for approval later this summer. This project will be timed to occur after the
current tree removal project in the South Oceanaire neighborhood and will include extensive curb
and gutter replacements prior to actual paving.
