Approve plans and specifications for " South Oceanaire Neighborhood Curb, Gutter, Driveway, & Street Repair". 2. Authorize.staffto advertise for bids. 3. Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's estimate of$800,000. DISCUSSION The neighborhood south of Madonna Road and east of Los Osos Valley Road historically has had problems with the roots of the existing trees causing damage to the sidewalks, curbs, gutters, driveways, and streets. The roots of these trees have displaced curbs and gutters to the extent that rainwater cannot properly drain after a storm. Sidewalks and driveways are also continually being damaged, causing an increase in City maintenance costs and a high potential for pedestrian injuries. As this problem has increased in recent years, staff identified a tree replacement and sidewalk repair project in the adopted 2001-03 Financial Plan.. Recently, City staff has met with the Tree Committee to discuss the problem and hopefully come to a solution that was acceptable to all parties involved. Through discussions with the tree committee, a decision was made that most of the trees that were causing extensive damage would need to be removed and replaced with a species of tree that does not have the same type of damaging evasive root system. Earlier this year, property owners and residents in this neighborhood were sent a letter which described the tree problem and the proposed solution. If a tree which had been identified as needing replacement existed in front of their property,they were given a choice whether or not they wanted that tree replaced. While most of the residents were supportive of the tree replacements, some were opposed and elected not to replace the tree in front of their property. Of the approximately 200 trees originally proposed to be replaced, about 72 of the trees have been chosen to remain. Removal of the trees began in July of this year and is now essentially complete. This repair project includes the repair of curbs, gutters and driveways that have been damaged by the roots of the trees. Many of the repair areas are adjacent to those trees that will remain. In these locations, a root barrier will be installed adjacent to the new curbs, gutters,and driveways,to reduce or at least delay any future damage from occurring by these same trees. Repair areas adjacent to the Cy/ Council Agenda Report—South Oceanaire Neighborhood Curb, Gutter, Driveway, & Street Repair, Specification # 90322, Page 2 newly replaced trees will not need this root barrier installed because the replacement trees do not have the problem of an evasive root system. This project also includes an asphalt overlay of three of the streets in this neighborhood. The City's Pavement Management Plan (PMP) was adopted by the City Council on April 14, 1998. The key elements of the PMP are the establishment of eight principal areas within the city, and a maintenance plan in which each of these eight areas will receive maintenance over an eight-year period. This neighborhood is located in Pavement Area 5, the area scheduled for the 2002 construction year..Therefore, the overlay of Vicente, Lima, and Oceanaire Drive,three of the streets where the curb, gutter and driveways are also being repaired, are included in this project. Council has already approved the advertisement of Street Reconstruction/Resurfacing Summer 2002, Specification No. 90321, that covers pavement repairs for the rest of Area 5. These projects were separated so that the issue of the tree removals could be handled separately to avoid delaying the paving into the fall/winter season. In each of the past two years, Chec Engineering Consultants, Inc., a private consulting firm specializing in pavement design and deflection testing, has been awarded a contract for engineering services. They have performed structural testing of selected City streets in pavement areas 4 and 5. The streets tested were those that had already been selected for rehabilitation based on the City's PMP, which utilizes the computer program MicroPaver. Chec Engineering Consultants, Inc. conducted the tests using the dynaflect method, a nondestructive testing method of determining a street's structural integrity. Consistent with both contracts that Chec Engineering Consultants has completed with the city, they have issued their findings in two separate reports for the past two years. The 2002 report, "Deflection Testing/Analysis Structural Pavement Recommendations," provide test results and design recommendations for the three streets which are being overlaid as part of this project. A final addition to this project is the installation of a new handicap ramp at the comer of Garcia Drive and the frontage road parallel to Los Osos Valley Road. This handicap ramp was originally included in an earlier project this year, but could not be built because an existing tree was in the way. That tree has now been removed as part of the tree removal project, thus enabling the construction of this new handicap ramp. CONCURRENCES A Notice of Exemption has been filed with the City's Community Development Department.
