McGuire, Assistant Engineer SUBJECT: SAN LUIS OBISPO POLICE DEPARTMENT WOMEN'S LOCKER ROOM ADDITION, SPECIFICATION NO. 90052 CAO RECOMMENDATION 1. Approve plans and specifications for "San Luis Obispo Police Department Women's Locker Room Addition", Specification No. 90052B. 2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is within the engineer's estimate of$159,000. DISCUSSION Over the last few years, the Police Department has experienced a growth in the number of personnel, especially in female officers and support staff. The current Police Department facilities cannot fully accommodate the female staff with the present space available. Temporary and inconvenient measures are currently being used to mitigate this space shortage by utilizing rooms within the Police Department designed for other purposes. The Women's Locker Room Addition will expand on the existing facility to accommodate the present female staff and provide for future staffing. The addition will also centralize the women's staff facilities into one location within the building. City staff has retained the services of RRM Design Group to prepare plans and specifications. A construction management/inspection firm has been retained to oversee the construction management and construction inspection due to anticipated workloads for Public Works Inspectors. CONCURRENCES The project has received environmental exemption and design approval by the Community Development Department (Attachment 1). Upon plan check approval by the Community Development Department, a building permit will be obtained. FISCAL IMPACT This project was approved in the 1999-01 Financial Plan. This provided funding to support higher than anticipated design fees, funding for construction inspection not included in the original budget, and provided for construction contingency money. More recently, the Police Department has added an additional $11,000 available from completed Police Department project accounts to provide additional construction funds bring the total project budget to $248,000. Dear Mrs. Trudell-Thomas: On October 12, 2001, I reviewed the plans to complete an addition to the women's locker room and a minor remodel at the San Luis Obispo Police Department. I determined that the project is minor or incidental and will not require review by the Architectural Review Commission. The proposed project appears to be architecturally consistent with the existing structure, and is approved based on the following findings and subject to conditions as outlined below. Findings: 1. As conditioned, the proposed addition is architecturally compatible with the appearance of the existing structure. 2. The project is categorically exempt from environmental review (Class 1, Section 15301, CEQA Guidelines) because it is an expansion of an existing facility. Conditions: Planninn: 1. Any trees adjacent to the project construction shall be preserved and protected during all project construction activities. 2. Any shrubs or groundcover landscaping damaged during construction will be replaced upon completion of the addition. 3. Additional landscape shrubs shall be added to the landscape planter in front of the new addition at the east building elevation. Landscape shrubs should be planted with the intention of reaching a six to seven foot height. Any new or replacement landscape and irrigation shall be shown on plans submitted for a building permit application. 4. All new construction finishes are to match existing color and texture of existing exterior finishes. 5. New door at east elevation (emergency exit door) shall be a wood grain texture painted to match existing wood doors presently at this location. If possible one of the existing wood doors should be salvaged to use as a new door. 6. Exterior brick finish shown for proposed addition at south side of building should extend on east side of elevation 13 feet, or until new wall meets proposed door location on east elevation. If a sufficient quantity of brick is not available to complete this section, the wall shall be covered with a stucco treatment to match the existing north half of the east elevation. This addition/remodel will trigger accessibility upgrade requirements for the following features: Access path from public right of way to remodel area, public telephone access (If a pay phone exists), drinking fountain access features and men's restroom access features. A review and possible upgrade will be required when this project is submitted for building permit review. My action is final unless appealed within 10 calendar days of the date of this letter. Anyone may appeal the action by submitting a letter to the Community Development Department within the time specified. Appeals will be scheduled for the first available Architectural Review Commission meeting date. If an appeal is filed, you will be notified by mail of the date and time of the hearing. While the City's water allocation regulations are in effect,. the Community Development Director's approval expires after three years if construction has not started. On request prior to the expiration of the original approval, the Community Development Director may grant a single one-year extension. Dear Mrs. Trudell-Thomas: After careful consideration of the options available to match the existing brick with new brick on the south side of the San Luis Obispo Police Station we feel that the use of a matching plaster finish for the addition is an appropriate option. A 2-foot deep wing wall should be incorporated into the south-facing wall to maintain consistency with the existing wall and to provide architectural interest to the building.
