PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA(not to exceed 15 minutes total)
The Council welcomes your input. You may address the Council by completing a speaker slip and giving it to the City
Clerk prior to the meeting. At this time, you may address the Council on items that are not on the agenda or items on the
Consent Agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not
on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by
persons exercising their public testimony rights(Gov. Code Sec.54954.2). Staff may be asked to follow up on such items.
Staff reports and other written documentation relating to each item referred to on this agenda are on file in the City Clerk's
Office in Room 1 of City Hall.
WillowKell 1121 Orcutt Rd. #69, Citizens for Safe Access, expressed concern for
pedestrian safety along the Orcutt and Laurel corridor, especially for the disabled.
Sifu Kelvin Harrison reiterated claims of harrassment.
Don Miller 3134D Camellia Ct., read a prepared statement voicing concerns
regarding the danger to disabled pedestrians at the intersection at Peach and
Nipomo(on rile in the Office of the City Clerk).
Ray Castro expressed appreciation to the City for making pedestrian crossing
improvements at the railroad crossing at Orcutt and for considering the concerns
of the disabled.

Action Update
BUSINESS ITEM
1. 2001 ANNUAL TRAFFIC SAFETY REPORT. (MCCLUSKEY/ BOCHUM /
HANSON - 90 MINUTES)
RECOMMENDATION: 1. Receive the 2001 Annual Traffic Safety Report and
associated staff recommendations. 2. Allocate $35,000 out of the carryover General
Fund for recommended traffic safety mitigation, including $20,000 for design of signal
improvements. 3. Consider funding for the construction of the signal improvements,
and other future safety mitigation costs for 2002, 2003, 2004 Traffic Safety Reports in
the upcoming financial planning process for fiscal years 2003-2005. 4. Receive an oral
report on the Orcutt Road Corridor regarding recent requests for safety improvements
and pedestrian enhancements.
ACTION. 1) Report received; staff provided further direction to bring the report
back to Council annually. 2)Approved. 3)Approved. 4) Report received.
5) Within the threshold of existing resources, improve traffic safety at the
intersections of LaurellOrcutt and Brizzo/ara/Peach, including: a) install marked
crosswalks on Laurel, McMillian and Duncan to define crossing areas; b)
establish an informal working group of City staff and members of the disabled
community to provide feedback in sensitive and problematic areas; c) continue to
pursue design improvements to the intersection of Laurel Lane to reduce
pedestrian crossing time and exposure areas; and, d) complete the design of the
full Orutt Road Improvement Project when SLOCOG funding is available. (5:0)
