Approve Plans and Specifications for Street Name Sign Replacement Project No. 90162A and authorize soliciting of bids. 2. Authorize contract award by the CAO if the lowest responsible bid is within the Engineer's estimate of$60,575. DISCUSSION In April of 2000, the City Council adopted new standards for street name signs, and approved an implementation plan budgeting funds for installation of new street name signs throughout the City, to be completed over a five-year time frame. The first project, Downtown Signing, was completed in November of 2001, at a cost of$34,515. The next phase as directed by Council was to be the replacement of signs at arterial/arterial and arterial/collector intersections. The following phase would replace signs at arterial/local streets and finally two phases to replace signs on streets in residential areas. Arterial Streets are the busiest streets in the City, and they provide for circulation between major activity centers in the City. Collector streets are the next tier of streets, carrying between 3,000 and 5,000 cars per day and serve to provide the different areas of the City access to the arterial network. Local streets are the majority of our street network,typically seen in our residential neighborhoods. The adopted standard for arterial-to-arterial intersections, such as Santa Rosa and Foothill, requires both: a) an internally illuminated street name sign hung from the mast arm (see Photo A) and b) a 200mm street name sign (same as found in the downtown). An arterial-to-collector intersection, such as Broad and Industrial, is required to have a 450mm reflective sign hung from the mast arm (see Photo B) as well as the standard 200mm street name sign. A total of 42 intersections fall into these two categories, involving work on a total of 110 signal poles. Sixteen of the 42 intersections are arterial-to-arterial which call for internally illuminated street name signs. The remaining 26 intersections are arterial-to-collector which call for 450mm reflective signs. Staff has coordinated this project with Caltrans, because they have jurisdiction over five intersections along Santa Rosa Street, four on Broad Street, two on Higuera Street and one on Los Osos Valley Road. Council Agenda Report—Arterial Street Name Sign Installation–Spec No. 90162-A Page 2 While the new standard will enhance better communication to the public, it cannot be uniformly implemented with this project due to structural limitations imposed by the City's existing infrastructure. The key limitation is the ability of the pole/mast arm to support the added weight of the new and/or additional signage. All signal light poles and mast arms have a standard weight limit rating which takes into consideration a wind loading factor and limits how many items can be installed on the mast arm. If the pole and mast arm cannot accommodate extra weight, they can either be replaced with units of a higher weight rating, or the illuminated and/or reflective signs can be banded to the pole and mast arm together. This option does not meet the original project concept, approved by Council,but still implements (larger signs)the Council's desire. Of the 42 intersections, five Cal Trans intersections and 18 City intersections had pole/mast arm combinations of sufficient strength to fully implement the new standard. For the remaining intersections staff considered the following options. Arterial/Arterial Intersections: Sixteen total intersections, 68 pole/mast arms, 31 pole/mast arms of sufficient strength, 37 pole/mast arms of insufficient strength. Option one: Staff considered replacing the poles and mast arms to allow the new internally illuminated signs to be installed in accordance with approved standards. The Engineer's estimate to replace a pole and mast arm with one of appropriate strength is approximately $10,000. To replace the poles and mast arms and install the internally illuminated signs on the mast arms at these locations would cost an additional $370,000 (37 x $10,000). Option two: A second option was to consider installing the internally illuminated signs at the crotch of the pole and mast arm (see Photo C), which eliminates the need to replace the poles. The estimate for this work was approximately $2,000 per location, for an additional cost of $74,000 (37 x $2,000). Option three: A third option, and.staying within the project budget, was to use 450mm reflective signs–in lieu of the City Standard internally illuminated signs–and mount them at the crotch of the pole and mast arm (see Photo D), which is consistent with other installations around the City. The total cost of this option for the 37 locations is $17,575. Staffs recommendation is to install 450mm reflective signs at these locations. Arterial/Collector Intersections: Twenty Six intersections, 42 pole/mast arms, 25 pole/mast arms of sufficient strength, 17 pole/mast arms of insufficient strength Option one: remove and replace with pole/mast arms of sufficient strength would cost $170,000 (17 x $10,000). e?-2- Council Agenda Report—Arterial Street Name Sign Installation—Spec No. 90162-A Page 3 Option two: shifting the mounting point of the sign to the crotch of the pole and mast arm, as noted above, (photo D) eliminates the need to upgrade the poles.
